- Amended June 8, 2021 to include Attachment A - Offerors Experience Form, and Attachment B - Past Performance Questionnaire that were originally omitted.� PROJECT DESCRIPTIONS: Foster Dam is a rock-fill structure with a concrete gated spillway and was completed with Green Peter Dam in 1968. Foster Dam is used to regulate power-generating water releases from Green Peter Dam and regulate flows from the south Santiam River. It has two generators capable of producing 10 megawatts each. The dam works in coordination with Green Peter Dam for flood risk management, hydropower, water quality improvement, irrigation, fish and wildlife habitat, and recreation. The current sump configuration at Foster Dam has limited ability to prevent oil discharges to the tailrace with the current equipment and systems. The system will alarm if a large amount of oil accumulates in the sump which will trigger a response by Operations personnel. However, there are no downstream oil separation or containment features and the release of oil remains a high risk with the current system because the pumps are setup to pump whether the liquid is water, oil, grease, or a mixture thereof. The objectives of this project are to introduce a reliable, efficient, and easily maintainable Oil Spill Prevention System (OSPS) at Foster Powerhouse to assure compliance with the requirements of a future National Pollutant Discharge Elimination System (NPDES) permit and continued compliance with 40 CFR 112 including SPCC rules. These efforts mitigate the risk of oil and other hydrocarbons from negatively impacting the environment. The period of performance from contract award is estimated to be September 2021 with a final construction physical completion date in May 2022. Acquisition Strategy: The solicitation will be a request for proposal (RFP). Best Value/Trade Off source selection process will be used in the evaluation of proposals. Evaluation criteria will be stated in the RFP. The Government will include options in the RFP. This acquisition will result in a single firm-fixed price contract. Magnitude of Construction: The estimated cost of the project is between $1,000,000 and $5,000,000. Set Asides and Codes: This is a 100% Small Business set-aside, utilizing other than full and open procedures. This effort is classified through the North American Industry Classification System (NAICS) under code 237990, Other Heavy and Civil Engineering Construction (Size Standard: $36.5M).The FSC is Z1KA - Maintenance to Dams.
