- SOLICITATION NOTICE Requirement: Hirz Mountain Lookout - The purpose of this project is to restore the historic Hirz Mountain Lookout to be safe and preserve the structural integrity. The scope of work will include: removing the roof shingles, water-resistive barrier, and sheathing to expose the roof framing; removing the trim, siding, shutter ledger, and sheathing to expose the wall framing; replacing the structural components of the shutter outrigger assembly (rafters and ties); constructing new shutters; replacing the roofing materials; replacing the siding materials; replacing a window; replacing a door threshold; cleaning paint off of the window glass (interior and exterior); replacing the steps and landing boards on the stairs; priming and painting the siding and trim; and priming and painting new treads and landing boards.� Hogback Lookout - The purpose of this project is to make repairs, improvements, and cleanup of the existing unmanned lookout, along with adjacent site improvements, and return it to a functional and usable condition. Location: Hirz Mountain Lookout is located on the west side of the McCloud arm of Shasta Lake. From Redding, CA, take I-5 North for 20 miles to Exit 698 for Gilman Rd. Go east on Gilman Rd for 4.5 miles and turn left onto Hirz Mountain Rd. Follow Hirz Mountain Rd for 5.3 miles (about 30 minutes) until you reach the gated entrance leading up to the lookout (the gate is unable to be locked, therefore it is open).� From the gate, the lookout is � mile uphill. Four-wheel drive is recommended to reach the lookout staging area and the entry gate. Due to steep grade, abrupt switchbacks and loose rock, the Contractor may want to consider the use of alternative four-wheel drive transport such as ATVs and/or UTVs. Hogback Lookout � From Redding, CA, take Hwy 299 east 34 miles to Fenders Ferry Road (2 miles east of Round Mountain, CA).� Take Fenders Ferry Road north for 9.7 miles, beyond the Pit River, where road turns to graded gravel/dirt, and turn right onto Forest Rd 35N46 (note road signage at this junction).� Continue on 35N46 for 5.7 miles and turn right at Forest Rd 35N93.� Continue on 35N93 for 2.3 miles (stay right at fork) until reaching T-intersection with Forest Rd 35N93B.�� Turn right and continue � mile to Hogback Lookout. FAR 36.204 Disclosure of Magnitude (base and all options (if any)): (c) between $100,000 and $250,000 Contract Time: It is estimated the project will start on or about 1 July 2021 and be completed within 120 days. Set Asides: This procurement is being solicited as a small business set-aside. The North American Industry Classification System (NAICS) Code is 237990. The related small business size standard is $39.5 million. Solicitation Info: Solicitation is being conducted under FAR Part 13. All responsible sources may submit a quote, which shall be considered. Site Visit/Pre-Quote Conference: No organized site visit is scheduled.� Sites are accessible for prospective contractors to visit on their own. Bonds: If quote is over $150,000.00 a bid guarantee is required to be submitted with quote.� After award, there is a requirement for payment and/or performance protection.� If quote is between $35,000 and $150,000, payment protection will be required after award for 100% of the award price and be submitted within 10 days after contract award. If quote is over $150,000 payment and performance protection will be required after award for 100% of the award price and be submitted within 10 days after contract award. Inquiries: Any prospective quoter desiring additional information about the solicitation, drawings, specifications, etc., must request it in writing, not later than 4 business days before the closing date, to allow a reply to reach all prospective quoters before submission of their quotes. Requests for information received after that time may not receive a response.� Oral explanations or instructions given before the award of a contract will�not be binding.
