- � �������������������� (i)� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. �������������������� (ii)� The solicitation number is W911QX-21-Q-0108.� This acquisition is issued as a request for quotation (RFQ). ��������������������� (iii)� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05. ��������������������� (iv)� The associated NAICS code is 333249.� The small business size standard is 500 employees. ��������������������� (v)�� The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable):� Note: Depending on the vendor, there may be more than one (1) Contract Line Item Numbers (CLINs) �CLIN 0001 - One (1) Directed Energy Deposition 3D Rapid Prototype Machine ��������������������� (vi) �Description of requirements: �The Contractor shall provide one (1) Directed Energy Deposition 3D Rapid Prototype Machine that meets the following minimum requirements: �Machine shall feed metallic alloy powder through a nozzle, which is then melted by a laser and deposited on a substrate in an inert, argon, environment The deposition process and laser operations shall be contained in a hermetically sealed Class 1 laser enclosure for safety The environment of the chamber shall be able to be controlled at oxygen levels of ten (10) parts per million (ppm) or less The machine shall purify the inert gas used for the process in order to obtain a maximum of ten (10) ppm. The machine shall have a minimum of four (4) powder hoppers with servo-driven powder feeders and able to deposit a minimum of four (4) different powders simultaneously The machine shall have the capability to provide user selectable powder feed rates, variable from 0.25 to two (2) pounds/hour. The machine shall have an antechamber which allows passing tools and materials into the main chamber while maintaining inert atmosphere Laser shall be a near infrared fiber laser with a minimum power of one (1) kilowatt (kW) and back reflection protection to allow processing of copper and aluminum alloys �User selectable laser spot size range from (minimum): 300 um � 5 mm �Minimum working volume: 200 mm x 200 mm x 200 mm (millimeters) �Maximum working volume: 400 mm x 400 mm x 400 mm (millimeters) �The machine shall be capable of four (4) axis, computer numerical control (CNC) controlled motion �The machine shall have a rotating table for the work piece �The machine shall come with a control system for layer-wise manufacturing �MasterCam Mill 3D Professional and the appropriate additive manufacturing plug-in shall be provided to enable tool path generation for use with the control system �The machine shall have a viewing window for process observation that is laser safe and maintains the enclosure as a Class 1 laser enclosure. �The machine shall have an integrated coaxial vision camera for viewing the deposition surface, monitoring the process, and precisely aligning the laser head �The integrated coaxial vision camera will be integrated into a� feed-back control of the process via modifying the process parameters (e.g. laser power) to maintain a constant melt pool geometry �The machine shall have the capability to provide user selectable deposition rates, variable from 0.25 to two (2) pounds/hour. �The deposition head shall have a minimum of two (2) separate nozzle types: coaxial nozzle and 4 nozzle �Delivery, installation and on-site training for up to 3 people at Aberdeen Proving Ground, Maryland, USA �Minimum 1 year full service/warranty � �������������������� (vii) Delivery is required no later than Twenty (20) Weeks After Receipt of Order (ARO).� Delivery shall be made to Aberdeen Proving Ground (APG), MD 21005. Acceptance shall be performed at Aberdeen Proving Ground (APG), MD 21005. The FOB point is Destination/APG. ��������� ��������� (viii) The provision at 52.212-1, Instructions to Offerors � Commercial, applies to this acquisition.� The following addenda have been attached to this provision: None.� ��������������������� (ix)� The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition.� The specific evaluation criteria to be included in paragraph (a) of that provision are as follows:� �In accordance with FAR 13.106-2(b)(3), comparative evaluation procedures will be utilized. Comparative evaluation is the comparison of all offers received in response to this solicitation against each other. An item-by-item comparison of each offer to one another will be performed to determine which offer provides the most benefit to the Government.� Award will be made to the offer that is most advantageous to the Government. The Government may award to the lowest priced offeror that meets the Government�s minimum requirements; however, the Government reserves the right to award to a higher priced offeror exceeding the minimum requirements if it is most advantageous to the Government. In order to be considered for award, an offer must meet the Government�s minimum technical requirement contained in this solicitation.
