Submit proposal via e-mail to the attention of: INL/Victoria Stewart E-mail: StewartVV@state.gov Direct questions regarding this solicitation to: INL/Victoria Stewart E-mail: StewartVV@state.gov INL will not accept proposals beyond the closing time/date; unless it can be determined DOS mishandled the proposal. � GENERAL STATEMENT OF THE PURPOSE OF THIS CONRACT The US Department of State (DOS), Bureau of International Narcotics and Law Enforcement Affairs, Office of Aviation (INL/A) provides aviation support, under Chief of Mission (COM) authority, to meet transportation and/or Foreign Assistance Aviation Program requirements in Afghanistan. �Aviation support includes fixed and rotary wing travel in support of COM personnel to multiple domestic and international locations. �Flight operations are conducted through a local entity known as Embassy Air originating from Kabul International Airport and servicing multiple airfields and helipads/heliports. � In addition to air transportation missions, Embassy Air may be required to perform rotary wing security operations in support of COM personnel ground movements, reconnaissance missions, Search and Rescue (SAR) missions, Quick Reaction Force transport, interdiction missions and medical evacuations. � Embassy Air uses a mixed fleet of fixed and rotary wing aircraft to accomplish its mission. �Aircraft perform their missions anytime, day and night, as well as under visual and instrumental meteorological conditions. � Some missions supporting the US Mission require 24-hour a day aircraft and crew availability. �The Maintenance Advisor serves in two broad roles as the 1) Maintenance Advisor and 2) Government Task Monitor (GTM). �� DUTIES AND RESPONSIBILITIES Under the direct supervision of the Kabul, AFG Senior Aviation Advisor or his/her designee, the Avn Maintenance Advisor will perform the following duties: 1.�� �Perform oversight and evaluation of contractor aircraft maintenance, quality control, and respective training. �Oversight includes reviewing contractor maintenance procedures and monitoring contractor maintenance operations. � 2.�� �Submit periodic written evaluations of the contractor�s activities and provide comprehensive written input to the Senior Aviation Advisor (SAA) regarding contractor activities related to maintenance support for inclusion in contractor monthly award term evaluations.� 3.�� �Assist the SAA in directing and coordinating both fixed and rotary wing maintenance support for the purposes of providing program implementation, direction, and execution. This includes oversight for search and rescue and medical evacuation, transporting quick reaction force (QRF) personnel to respond to incidents, and where noted, provide air transport for Chief of Mission personnel or other personnel required by the US Government to conduct official business throughout the country. Develop, coordinate, organize, and implement comprehensive aircraft maintenance support systems and procedures. �These operational systems and procedures include but are not limited to DOS Maintenance and Logistics Support Directives; Aircrew Training Program, Aviation Operations Directives, Guide to Aviation Training and Standardization, Aircrew Training Manuals, and Safety Directives. 4.�� �Oversee the Maintenance Test Pilot Standardization Program. 5.�� �Provide general direction and guidance to aviation maintenance contractor personnel on maintenance activities. �Activity includes, but is not limited to, planning and coordination with Department of Defense, Department of State, and other federal agencies for providing maintenance support. 6.�� �Collect, review, and disseminate data on aviation maintenance management policies/ procedures. 7.�� �Basic knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to Federal Aviation Regulation Part 1, 61, 67, 91, 135, 137, 141, 143, and NTSB 830. � 8.�� �When required, perform the role of Duty Officer. 9.�� �Perform other duties as requested and assigned that are directly related to this Statement of Work. TRAINING & DISTANCE LEARNING 1.�� �Must complete the Contracting Officer Representative (PA 296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at Post. 2.�� �Must complete the Introduction to Working in an Embassy (PN 113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. 3.�� �Must complete CT650 Foreign Affairs Counter-Threat Course in before arriving at Post. PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS US Embassy Kabul, Afghanistan. No travel is required except for travel to and from Kabul to the US. RELATIONSHIPS� The Maintenance Advisor works under the direct supervision of the SAA; however, he/she exercises wide latitude for independent action, initiating projects and executing approved new programs under general supervision. �The Maintenance Advisor will coordinate directly with INL/A, Chief, Maintenance Branch, for purposes of this program. �Completed work is reviewed for timeliness and effectiveness. �This is a field position, and the incumbent will perform oversight duties at various contractor locations during at least half of the period of performance. COMPLEXITY This position involves providing aviation support, under Chief of Mission (COM) authority, to meet transportation and/or Foreign Assistance Aviation Program requirements. �Aviation support includes fixed and rotary wing travel in support of COM personnel to multiple domestic and international locations. � �Monitors and evaluates the aviation support services contractor performance in maintenance.� SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex aviation program in Afghanistan, known as Embassy Air. �Flights originate from the Kabul International Airport and service numerous airfields and helipads/heliports. �In addition to air transportation missions, Embassy Air may be required to perform rotary wing security operations in support of COM personnel ground movements, SAR missions, QRF transport, and medical evacuations. �Additionally, INL/A assumes responsibility for the management of designated Life Support Areas (LSAs), Embassy Landing Zones, and other aviation facilities.� PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM REQUIREMENTS 1.�� �U.S. Citizenship, able to obtain/maintain a DOS Top Secret security clearance, medical clearance, and ethics clearance, if applicable. The contractor shall have a personnel security clearance at the Top-Secret level and must also be eligible for access to Sensitive Compartmented Information (SCI). �The individual clearance shall be maintained for the duration of employment under this contract or until access requirements change. �� 2.�� �In-depth knowledge and experience as an Aviation Maintenance Supervisor in a medium to large Aviation Organization of the U.S. Armed Forces or U.S. Civilian Agency/Corporation. 3.�� �In-depth knowledge of Aviation Maintenance and Logistics Support Programs, to include logistics plans, procedures, and related documents. 4.�� �Ten years� experience in aircraft maintenance, of which five were as a supervisor in either civil or military aviation programs. 5.�� �In-depth knowledge of U.S. Federal Aviation Regulations (FAR) as they relate to aircraft maintenance support. 6.�� �Basic knowledge of computer-based maintenance and logistical support programs. 7.�� �Broad knowledge of and experience as a staff officer in a medium to large aviation organization, related to the formulation of plans and policies pertaining to aircraft maintenance management. � 8.�� �Basic knowledge of command communications, government intelligence procedures, and aircraft maintenance management procedures. 9.�� �Certification as a FAA Airframe and Power-plant mechanic with experience in rotary wing and fixed wing aircraft. 10.�� �Experience in aircraft maintenance as a quality control supervisor in either a large civil or military aviation program. 11.�� �Basic knowledge of FAA Aviation Safety regulations and procedures and OSHA regulations.� PHYSICAL DEMANDS Work is physical and sedentary in nature and involves activity at both the main and field locations and may require some physical exertion and dexterity. �Will require the physical ability to safely maneuver on aircraft exterior surfaces (top of the aircraft as allowed by the technical publications and configuration of the aircraft) as needed to evaluate contractor work or conduct inspections of aircraft systems that are not at ground level. � Maintenance Advisor works independently and performs fieldwork in remote areas for extended periods without assistance. �� WORK ENVIRONMENT Primarily, the Advisor works in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections/program evaluations and flight evaluations. �Field sites have been declared hazardous duty locations by the DOS due to hostile activities of armed groups and therefore pose significant risk while at these sites. This position may require the carriage of weapons in conjunction with oversight duties. �Incumbent may be required to complete initial and recurrent weapons qualifications IAW Diplomatic Security requirements and must comply with the Post Firearms and Use of Force policies. � EVALUATION FACTORS (Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Factor 1:�� �Contract Oversight:�� ��� ��� � (25 points) Ability to perform oversight and evaluation of contractor and host nation maintenance and logistical activities. �Prepare and coordinate periodic reports on contractor performance, both orally and in writing; prepare comprehensive award fee input. �Provide maintenance and logistical support direction and guidance to the contractor for the purposes of supporting the mission in Afghanistan. Ability to coordinate with Government representatives and supervise contractor personnel. � Factor 2:�� �Assist the SAA:� � � � � � � � � (20 points) Ability to assist the SAA in directing and coordinating aircraft maintenance and logistical support for the purpose of providing maintenance and logistical support to the program. �Provide instruction, evaluation and guidance regarding maintenance/logistical support. � Factor 3:�� �Develop, Coordinate, Organize and Implement Maintenance and Logistical Support:�� ��� ��� ��� � (25 points) Ability to develop, coordinate and organize comprehensive aircraft maintenance and logistical support systems and procedures. �Implement Maintenance, Logistics and Material Support Plans, Standing Operating Procedures and provide direction and guidance to the contractor. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Offerors are required to address each of the Evaluation Factors in a separate document describing specifically and accurately what experience, training, education and/or awards they have received that are relevant to each factor. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. The Offeror Rating System is as Follows:� Evaluation Factors have been assigned the following points:� Factor #1 � 25� Factor #2 � 20� Factor #3 � 25� Total Possible � 70 Points� Interview Performance � 30 points� Satisfactory Professional Reference Checks � Pass/Fail (no points assigned) Past performance evaluation of applicant�s ability to perform under the contract. �In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.� Total Possible Points: 100 The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. COMPENSATION (BASE PAY) This position has been designated at the FS-02 equivalent level ($89,505 and $131,441 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary, and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained nor negotiated.
