Description
THIS IS A SOURCES SOUGHT NOTICE: This is NOT a request for proposals/quotes; this is an industry inquiry for Market Research. A solicitation shall not be issued at this time. The intent of the procurement is to locate potential contractors for solicitation. The below specification defines the effort required for the purchase and period of performance. This market research is for informational and planning purposes only to determine if a socio-economic set-aside, or full and open competition, or sole-source procurement is appropriate. The Government shall not pay any costs for responses submitted. This notice is published to conduct market research to determine if there is a sufficient number of certified Service-Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Businesses (SB), or Large Business capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. Notice to all contractors: All contractors must have an active registration in the System for Award Management (SAM) at https://beta.sam.gov/ before responding to any Government inquiry.  Additionally, all Service-Disabled Veteran-Owned Businesses or Veteran-Owned Small Businesses who plan to submit an offer must have an active registration with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.  Interested Parties Shall Submit the Following Information at a Minimum: (a) Company name (b) Address (c) Point of contact (d) Phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of Small Business Concern, e.g. Services Disabled Veteran Owned Small Business, Veteran-owned small business, Women-Owned Small-Business and or Large Business. (i) Must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. NAICS Code: 238220 Plumbing, Heating, and Air-Conditioning Contractors. Average Annual Receipts $16.5M. The term of the contract 120-days. The Phoenix VA Health Care System has a requirement for contractor to perform condensate tank replacement services. The Contractor shall furnish all labor, material, equipment, tools and supplies necessary to perform the required services. This includes but not limited to the removal and disposal of the Condensate Tank, Tank Platform, Pump, and associated Controls and quantity one (1) 50 Gallon Tank (Approximate), quantity one (1) Tank Platform, quantity two (2) - Condensate Pumps, Pump controls to alternate pumps and alarms to indicate pump failure. The confined space area below grade is only accessible from the floor access panel. The floor opening is approximately 23 x33 . The contractor shall provide a list of replacement parts, equipment, and materials to be utilized. All replacement part(s) shall be brand name or equivalent and shall have the same specifications as the current part(s) and equipment. The contractor shall perform services without negatively impacting the disruption to the hospital or facility. Contractor shall and identify any delays and lead time necessary to perform the services. Upon completion of the services, the contractor shall report to the COR or designee, and a written report of all service activities performed under this contract. The report shall contain at a minimum the following information: Date(s) and time period of service. Complete description of services performed. Complete list of all materials and parts installed or replaced including serial numbers of parts where applicable. Name of Field Service Technician(s) performed service(s). Important Information: The Government is not obligated to nor shall it pay for or reimburse any costs associated with responding to these sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service-Disabled Veteran Owned Small Business set aside. However, if response by Service-Disabled Veteran Owned Small Business firms proves inadequate, an alternate set-aside or full and open competition may be determined. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.
