Description
This is a Sources Sought Synopsis for Special Operations Forces (SOF) Fixed Wing (FW) Integrity Programs and Structural Support and Engineering Services (SSES).� In accordance with FAR Part 10, the Government is updating the existing market research report associated with contract # FA8509-20-D-0015.The purpose is to continuously identify potential sources that possess expertise, capabilities, and experience to provide engineering services in support of the SOF/PR C-130 aircraft. Specifically, the government is looking for companies with sustained and current experience in the Avionics Integrity Program (AVIP) and the Mechanical Equipment Subsystem Integrity Program (MECSIP), Airworthiness, Configuration Management and Safety Systems Management associated with the SOF/PR C-130�s. This effort also requires experience in development and validation of a Global Finite Element Model for the C-130 aircraft. The contractor shall support the SOF fixed wing engineers at the Air Force Life Cycle Management Center (AFLCMC/WIUA). These efforts shall include but are not limited to the following: Possess broad knowledge of C-130 aircraft (Avionics, Mechanical and Structural) Possess broad knowledge of Configuration Management, Airworthiness and System Safety Possess expertise in working in military aviation environment Personnel with ability to obtain a SECRET security clearance Ability to obtain a SECRET facility clearance Perform engineering studies for SOF C-130 aircraft (Avionics, Mechanical and Structural) Identify age related structural issues due to increased OPSTEMPO for SOF C-130 aircraft Identify age related avionics issues due to increased OPSTEMPO for SOF C-130 aircraft Determine stress loads of specific structural areas of the C-130 airframe Produce reports on fatigue-critical, corrosion prone, high stress areas of� SOF C-130 Perform damage tolerance analyses on SOF C-130 aircraft Provide engineering and/or conceptual drawings and prototypes, Provide technical expertise in support of rapid prototyping for fit check on the aircraft Access Joint Engineering Data Management Information and Control System (JEDMICS) database. Ability to accomplish routine and short notice travel within the Continental United States Ability to accomplish routine travel Outside of the Continental United States Accomplish onsite surveys of damaged SOF C-130 aircraft Reverse engineer items and build/test the prototype articles manufactured from this process In-depth knowledge of C-130 Technical Orders Provide a summary of technical order errors discovered during Period of Performance (PoP) � Provide Data Accession List of all deliverables during PoP� Ability to obtain a Non-Disclosure Agreement with OEM�s (Lockheed, Boeing, etc.) Provide detailed monthly status reports Provide monthly contract financial data such as cost per task, overall spend rate Schedule and host Technical Interchange Meetings (TIM)� Develop and manage an Integrated Master Schedule (IMS) Travel as required to accomplish the tasks in the PWS Provide detailed trip reports covering all activities during travel Develop a closeout status report summarizing services performed during the PoP � Attached to the listing,�please see the 2021 Sources Sought Synopsis including the Contractor Capability Survey, and the Performance Work Statement (PWS) for reference.
