Description
Munition Velocity Sensor Tester Purpose:� The Army Contracting Command New Jersey (ACC-NJ), Picatinny Arsenal, NJ� 07806-5000 is conducting a Market Survey on behalf of the Joint Program Manager Office Towed Artillery Systems (PM-TAS) to identify capabilities to provide for the purchase a Munition Velocity Sensor Tester to test the Muzzle Velocity Sensor (MVS) on the M777A2 and M119A3 weapons. Description:� This Request for Information (RFI) is issued solely for information and planning purposes, as a means for the Government to conduct market research, identifying interested parties and their capability to support the Government�s potential requirement purchase of a Munition Velocity Sensor Tester.� This Request for Information is for planning purposes only and shall not be construed as a solicitation or an obligation on the part of PM-TAS. All interested Vendor are requested to provide the following: Tool that is capable of introducing a frequency into the M777A2/M119A3 MVS�s channel of a known (fixed) frequencies.� The MVS used is from the Weibel MVS-700 Family of Doppler radars. Tool should be selectable between 25 kHz, 50 kHz and 100 kHz so that it appears as a Velocity signal to the analyzer in the MVS without firing any rounds. The below tables represent the nominal velocity that should be reported by the radar system as a function of the use of the tool in each of the three frequencies � � � �(This section here has two (2) Tables - see full ""MVS Tester Requestion for Information"" Attachment). � � � � 4. Tool shall weigh less than 1.5lbs and be no larger than 7.25�x2.25�x1.25� � � � � 5. Tool power on/off and frequency changes shall be done by the use of a button on handheld controller and be powered by a� � � � � � � commercial 9V replaceable battery. � � � � �6. Contractor shall provide user manual that should tool meets all above requirements � � � � �7. Cost of all proposed Munition Velocity Sensor Testers will be evaluated against the project�s budget constraints. � � � � � 8. Schedule to deliver Munition Velocity Sensor Testers is three months after award of purchase. A total of twenty (20) Units� � � � � � � � � is�planned for procurement at this time. Firms/companies are invited to indicate their capabilities by providing specifications, brochures, manuals, reports, demonstration videos and/or other technical data, as well as identification of current customers.� This Market Survey is a Request for Information (RFI) ONLY and should NOT be construed as a Request for Proposal (RFP) or a commitment by the United States Government.� The Government recognizes that proprietary and/or classified data may be a part of this effort.� If so, clearly mark such restricted/proprietary and classified data and present them as an addendum to the non-restricted/non-proprietary and unclassified information.� As a result of this Request for Information (RFI), a Request for Proposal (RFP) may be issued to the purchase of Munition Velocity Sensor Testers.� Participation in this Request for Information (RFI) is completely voluntary by the vendor and as such all costs to develop the vendor�s response are to be borne by the participating vendor.� All interested parties should submit a Production Capability Statement (White Paper format) in Microsoft Word for Office 2013 or compatible format and are due no later than 08 July 2021, 5:00 EST. Responses shall be limited to (up to) 10 pages for the requirement and product/item to be submitted via email only to: PM TAS� primary point of contact Mark Bobitka (Contract Specialist) via email at: mark.t.bobitka.civ@mail.mil. In addition, each company must identify its business size status and applicable NAICS code(s) in the capability statement.� THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. As stated above, please be advised that the Government will not pay for any information submitted under this announcement. Electronic submittals are preferred. PM TAS is not seeking or accepting unsolicited proposals.� Since this RFI is for information and planning purposes, no evaluation letters or results will be issued to respondents.�
