- This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition.� It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals or quotes.� No award will be made as a result of this notice.� The Government will NOT be responsible for any costs incurred by the respondents to this notice.� This notice is strictly for research and information purposes only. Background: The Non-Invasive Neuromodulation Unit (NNU) is within the Experimental Therapeutics & Pathophysiology Branch at the National Institute of Mental Health (NIMH). The NNU is studying the brain mechanisms underlying major depression and other mood disorders and are seeking to purchase Transcranial Magnetic Stimulation (TMS) Figure 8 Coils. The coils currently used by the NNU are the C-B60 Butterfly and the Cool-B65 coils, manufactured by MagVenture Inc. These two (TMS) coils are used to support the ongoing studies entitled: �Concurrent fMRI-guided rTMS and cognitive therapy for the treatment of major depressive episode� (Protocol# 17M0147); �Neuropharmacologic Imaging and Biomarker Assessments of Response to Acute and Repeated-Dosed Ketamine Infusions in Major Depressive Disorder� (17M0060); and �Development of Non-Invasive Brain Stimulation Techniques� (18M0015). The C-B60 Butterfly coil is a small (6.5 x 3.35 x 0.75 inches), and light (1.5 lbs.) TMS coil that can deliver single TMS pulses. The combination of its weight and dimension makes it perfect for motor hot spot search and motor threshold assessment, two crucial steps in TMS studies that allows defining the stimulation intensities for subsequent rTMS sessions. The Cool-B65 coil is designed with a cooling system which makes it ideal for high repetition rates and long pulse trains, as uncooled coils will heat up and break down in this situation. It therefore allows delivery of the high frequency TMS used in the NNU studies. Purpose and Objectives: The purpose of this acquisition is to acquire one (1) C-B650 Butterfly Coil or Equal and one (1) Cool-B65 Coil or Equal that meet all salient characteristics. The salient physical, functional, or performance characteristics that �equal� products must meet are specified in the purchase description below. Purchase Description: 1)�� �C-B60 Butterfly Coil or Equal � � � �Product number: 9016E0482 2)�� �Cool-B65 Coil or Equal � � � � Product number: 9016E0491 Salient characteristics: The following salient characteristics are necessary for the requested coils: Both are figure-of-eight coils. The C-B60 Butterfly Coil is equipped with a power control knob to adjust stimulation intensity. The Cool-B65 Coil has a liquid cooling system built in. Both coils are operational for a minimum of 5 years. Delivery Date: Within 60 days after receipt of order Capability statement /information sought. �Respondents must provide clear and convincing documentation of their capability of providing the equipment specified in this notice. The respondent must also provide their DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be in an outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.� The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist. Facsimile responses are NOT accepted. The response must be submitted to Sarah Adan, at e-mail address sarah.adan@nih.gov with the subject line NIMH-21-004226SS.�� The response must be received on or before June 16, 2021, 4:00 pm, Eastern Time.
