Description
Air Driven Turbine Alternator The U.S. Army Contracting Command- Rock Island (ACC-RI), on behalf of the Office of the Project Manager Combat Ammunition Systems (OPM-CAS), is conducting a market survey to identify capable sources within the United States and Canada to develop a new air driven turbine alternator. The purpose of this market survey is to obtain current information on the capability of potential sources to deliver the air driven turbine alternator starting in Fiscal Year (FY) 22-23. The air-driven turbine alternator is a miniature electronic device that converts in-flight ram air energy into electrical energy required by the M734A1 and M783 mortar fuze electronic assembly. During flight, air enters through the fuze nose and impinges on a molded plastic turbine wheel. The kinetic energy of the air is converted by the turbine to mechanical rotational energy. The rotational motion of the turbine drives a six-pole, cylindrical, permanent magnet rotor on a concentric shaft. The rotor turns between poles of a magnetic stator and induces an electromotive force (emf) in the windings. The emf is applied to the electronic assembly. The turbine alternator is capable of delivering sufficient electrical energy across temperature extremes at -50F to +145F to perform its required functions over the full terminal velocity range of the projectile, approximately 58 m/s to 303 m/s and survive gun launch condition with a peak setback force of 14,000 g and duration above 8,000 g for 0.7 msec minimum. The Technical Data Packages (TDPs) for Turbine Alternator may be made available through the Cornerstone OTA mailbox usarmy.ria.devcom-cbc.mbx.cornerstone-ota@mail.mil upon request, and after submission of a valid DD2345 and signed Non-disclosure Agreement (NDA).� To be considered a capable source for this effort, all interested sources must submit the following information: 1. Provide the organization's name, address, technical point of contact, phone number, e-mail address, and business size; 2. A summary that includes a brief description of the contractor's capabilities to include: parent organizations, name/address/point of contact identification/email address, potential partnering/teaming arrangements, capabilities; 3. Past manufacturing experience with air driven turbine alternators, electric motors, actuators, electro-mechanical assemblies or similar; 4. A description of facilities/equipment, manufacturing processes, inspection capability, personnel, and Quality Management System certifications or standards used; and 5. A description of the company's existing production capacity, their projected monthly production and delivery capability, and their ability to meet the Government's minimum production rate of 20,000 units per month. All contractors interested in this potential future solicitation must be registered in the System of Award Management (SAM). This market survey is for informational and planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the Government. All information submitted will be held in a confidential status. All submissions are requested to be made electronically NLT 22 June 2021 by electronic mail to the Cornerstone OTA mailbox usarmy.ria.devcom-cbc.mbx.cornerstone-ota@mail.mil. The Government will accept written questions by e-mail ONLY. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of the Market Research notice. All information provided will not be returned and will be held in a confidential status. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey.
