- Request for Information (RFI) U. S. Customs and Border Protection Facilities Management & Engineering Directorate Facility Maintenance and Repair Program for the Southeast Region Background CBP is responsible for managing, securing and controlling the nation�s border.� It also has a responsibility for securing and facilitating trade and travel while enforcing hundreds of U.S. regulations, including immigration and drug laws.� To carry out these responsibilities, CBP operates, occupies and maintains within its Facilities Management and Engineering (FM&E) Directorate numerous facilities, including ports of entry. FM&E plans, delivers, sustains, and disposes of the facilities and infrastructure required to support CBP operational missions and goals.� FM&E�s vision is to be a trusted and a recognized provider of effective and efficient facilities.� FM&E�s strategic goals are to: (i) deliver real property and infrastructure solutions across all phases of the facilities life cycle; (ii) manage Government resources in a responsible, efficient and cost-effective manner, and (iii) develop strength within the FM&E organization.� The Building Operations, Maintenance, and Repair (BOMR) Branch coordinates the maintenance and repair efforts for CBP�s facilities under its Facility Maintenance and Repair Program.� FM&E operates over 222 fully-owned and direct lease operated (DLO) facility locations/campuses across the United States. �There are 18 facility locations and 46 buildings in the Southeast Region (Florida and Puerto Rico).� Requirement Optimum longevity of all Department of Homeland Security (DHS) U.S. Customs and Border Protection (CBP)-owned and directly leased facilities� equipment and systems through a well-managed preventive and repair maintenance program. A rapid, smooth transition from contract start to full operational capability, including good faith resolution of pre-existing contract deficiencies and other required reconciliations. Strict compliance with a combination of GSA, industry and manufacturer- recommended standards for scheduled preventive maintenance (PM) or other Government approved standard of equal or higher level. Accurate diagnosis and prompt resolution of equipment (including systems) problems identified through preventive maintenance, repairs, or Contractor-initiated, proactive inspections, testing and exercising. An aggressive contractor (further in the text referred to as �the Contractor�) quality control program that emphasizes on-going systematic analysis of potential problems so as to reduce the probability of future equipment or system failures. Contractor independent performance consistent with the need to keep the Contracting Officer�s Representative (COR) informed of current status of equipment and systems, inclusive of anticipated service interruptions, and other vital information. � Maximum customer satisfaction through prompt, courteous resolution of customer concerns. Government-Contractor relationship characterized by mutual trust and support.� Work shall be conducted on a collaborative, shared-mission basis. Information Sought from Industry As permitted by FAR Part 10, CBP is seeking capability statements from 8(a) participants owned by an Alaska Native Corporation, Indian Tribe, or Native Hawaiian Organization.� Interested parties should submit a brief 2-page (single sided, standard margins, 11-point font) informational statement on company letterhead.� Please provide any other relevant information that is deemed important. The information package shall be sufficiently detailed to assist CBP in determining the viability of the organization. CBP will accept written technical questions to this notice by June 22, 2021. ��All answers in response to industry questions will be posted on this notice for public use. The Government is not obligated to, and will not, pay for any information received as a result of this RFI. The documentation should also provide, at a minimum, the following: a. Company Name b. Address c. Point of Contact, Title, telephone number, email address, and web site address d. Any additional small business designation such as small business, Service-Disabled business, veteran-owned, etc. e. Participation in any Government-Wide (GWAC or GSA schedule) or DHS-Wide contract vehicle information.
