Description
The Veterans Administration Palo Alto VA Research and Development Group intends to negotiate on a sole source basis with Somalogic to provide services related to human protein biomarker discovery for protein profiling in human plasma support the objectives of the VA s Million Veteran Program (MVP), VA Palo Alto Health Care System, Department of Veterans Affairs (VA) Veterans Health Administration (VHA), in accordance with FAR part 8.405-6 as part of a pilot study. In order to meet VA Researcher's needs, the following criteria needs to be met: 1. Headquarters and laboratory facilities where work to be conducted in is located within the Continental United States 2. Evidence that the technology to be used works under human plasma derived from whole blood using EDTA as anticoagulant 3. Evidence that the technology to be deployed covers major biological pathways 4. Laboratory facilities where work will be conducted has the capacity for large-scale measurements in tens of thousands per-year and evidence that have measured >50,000 human samples to date. 5. Capacity for long-term storage of biospecimens in the tens of thousands 6. Evidence of at least 100 scientific per-review publications using the technology to be deployed by the provider 7. Meet Platform requirements of > 1,000 biomarkers with minimal sample consumption (< 150 uL per-platform) 8. Ability for Sample tracking and management utilizing bar coding to ensure security & traceability of VA samples. 9.Ability to produce documentation of sample handling and processing attributes/audit trail, etc. that would address sample mixing and sample error tracking and be certified in Good Laboratory Practice (GLP). This notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Friday, June 11, 2021, 1600, EST. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
