Description
The Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Metabolic Epidemiology Branch (MEB), intends to procure, on a sole source basis laboratory testing services from Georgia State University Research Foundation, Inc., located at 58 Edgewood Ave NE 3rd FL, Atlanta Georgia 30303. The response close date of the notice for this requirement is in accordance with FAR 5.203(b). This acquisition will be processed under FAR Part 12 (Acquisition for Commercial Items) and will be made pursuant to the authority in FAR 13.106-1 (b)(1); and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) code is 541380, which has a size standard of $16.5 Million. The Division of Cancer Epidemiology and Genetics, Metabolic Epidemiology Branch, of the National Cancer Institute (NCI) is currently engaged in the research investigating the relationship of bacterial translocation to the development of liver cancer. In support of these efforts, the NCI previously utilized the Georgia State University Research Foundation to perform assays of 15 uL population samples gathered from Taiwan. The Metabolic Epidemiology Branch now requires the same assays of samples gathered from a United States population, in order to compare data between the two populations. As such, in order for the assay results to be scientifically comparable, the Metabolic Epidemiology Branch requires that the new assays be performed by the same laboratory, utilizing the same processes and procedures to avoid any possible variabilities in results. It is for the above reasons; NCI believes that no other vendors can provide the required services in a manner consistent with LTIB�s needs as outlined in the attached Statement of Work (SOW). The laboratory will be required to perform assays of samples provided by the National Cancer Institute as defined in the attached SOW. � This notice is not a request for competitive quotations. However, if any interested party, especially small business, believes it can meet the attached requirement, it may submit a proposal/quote/capability statement for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. �All responses must be submitted via email to Contract Specialist, John Russell, at John.Russell3@nih.gov by no later than 1:00 PM EST, on Monday, June 15th, 2021 (06/15/21). A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
