- The National Geospatial-Intelligence Agency (NGA) intends to award a sole source labor hour contract to George E. Lukes, LLC for expert independent consulting services, under the authority of FAR 13.106-1 and utilizing FAR Part 12, Acquisition of Commercial Items, procedures in conjunction with FAR Part 13, Simplified Acquisition Procedures. The procurement is for Systems Engineer and Technical Assistance (SETA) subject matter expert (SME) advice to National Geospatial-Intelligence Agency (NGA) Research�s Foundational GEOINT (FG) Office Director (OD), Deputy Director (DD) leadership and the associated Foundation and Geophysics Pod Leads on current and planned research and development efforts impacting the foundation and geophysical science missions of NGA and how these impact the Department of Defense (DoD) and Intelligence Community (IC). This effort will provide extremely specialized consultant services that provide counsel and advice on developing and implementing new capabilities for foundational GEOINT and geophysics applications. This effort will provide NGA with a deep and detailed knowledge of the technology, integration and transition challenges faced by current and past efforts that is critical to making the office successful in its objective to drive future GEOINT missions. NGA believes Lukes Consulting is the only source reasonably available to satisfy this requirement. Lukes Consulting possesses direct knowledge of current and previous related DoD and IC programs that will play a critical role in NGA Research and the Foundational GEOINT Office leveraging external research and optimizing R&D projects� impact on the modernization of NGA�s capabilities in these domains. No competition is being sought. The period of performance will be for one (1) year after contract award with two (2) additional 12 month option period, for a total of 36 months. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any entity that believes it can meet this requirement may give written notification no later than the stated response date. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
