Description
This is a synopsis of contract action (SOCA); this is not a solicitation for a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZIEB will take procurement action in the matter. No reimbursement will be made for any costs associated with providing information in response to this SOCA or any follow-up information requests. The purpose of this SOCA is to notify industry of the USAF�s intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications (small business, large business, etc.). Please do not request a copy of solicitation, as one does not exist. The AFTC Contracting Directorate (AFTC/PZIEB), Edwards AFB intends to issue a sole source, Firm-Fixed Price Contract under the authority of 10 United States Code (USC) 2302(b), as implemented by FAR 13.106-1(b)(1) and AFFARS 5313.501 to Flight Level Engineering LLC, 1535 Dky Ranch Lnm Baker, FL 32531-7822. The applicable NAICS is 336411 with a size standard of 1500 employees. The following is a brief description of the acquisition requirements: The 412 OG-ETCTF is seeking a sole source purchase of (1) Osprey MK III, Unmanned Air System (UAS) to be compatible with aircraft already in inventory for maintenance, spare parts and training purposes to include the following: -Osprey MK III Airframe with Flaps -DA-100 Engine with redundant ignition system, PTO shaft, Carbon 3- blade prop -28V Primary / 12V Secondary with battery backup Generator and Power Management -Wiring Harness for Generator -Premium Digital/Programmable Servos -Electro Magnetic Brakes -Vibration Damping on Engine -Removable Nose Option -200 oz Fuel - Piccolo Setup Files (Option) Critical Requirements: -Support the AI/autonomy systems by Size, Weight and Power (SWAP) and endurance (hours). -The Unmanned Aerial System (UAS) platform must accommodate industry standard add-ons, such as autopilot, sensors, radios, transponders, time synchronization and recorders. -The following Parameters must meet the threshold criteria and objective criteria must include: -The Payload Bay must be 1 Cu Ft to 2 Cu Ft. -The minimum power must be100 W to 500 W. -The minimum weight must be 20 to 45(lbs). -The minimum endurance must be 2 to 4 or more (Hrs). -The minimum loiter speed must be 40 to 50 knots. -The max speed must be greater than or equal to 70 knots. -The landing speed must be less than or equal to 40 knots. -The maximum ceiling must be 12,000 (feet). -The minimum runway must be 900 (feet). There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government�s requirement. In addition, the response should include verification of the Offeror�s Representation and Certifications�Commercial Items in accordance to FAR 52.212-3. If the offer does not have a copy of this provision, go to http://www.sam.gov/ to load required information. Any response received without completing this registration will be considered noncompliant. Further, the response should include any special requirements for a commercial contract (i.e. Commercial Financing, Warranty Provisions, Delivery Information, etc.) in accordance with FAR part 12. All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement. Responses must be received no later than (NLT) 11:00 a.m., Pacific Standard Time, 14 June 2021.
