Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole-source basis, with Coherent Inc; 5100 Patrick Henry Drive, Santa Clara, CA 95054 USA, under the authority of FAR Part 13.106-1(b), for the procurement of a High Repetition Rate, High Power, Ultrafast Laser Systems) to be used by NIST Physical Measurement Laboratory (PML), in Gaithersburg, MD. � ***** Sole source determination is based on the need to acquire two (2) different high repetition rate, high power, ultrafast lasers: (1) is mode-locked Ti:sapphire and one (1) is fiber-based laser source. This acquisition will allow PML to expand its existing photoemission electron microscopy (PEEM) metrology capabilities by expanding its spectral (ie wavelength) and temporal (ie pulse duration) coverage. After review of the market it was found the PEEM UHV system at NIST requires deep UV light to perform experiments/measurements, and the laser system. Both laser systems must be compatible with the NIST-owned PEEM via meeting certain technical requirements. There technical requirements include particular repetition rate, pulse width, wavelength range, and output power.� The laser systems will be coupled to the high harmonics box which generate UV light which is required for PEEM imaging to have analytical capability. �Thus, the laser system must have properties to be able to generate this light by a non-linear process with a harmonics box accessory to generate the UV light. Therefore the required the Ti:sapphire laser system must include: tunable wavelength between 680-1080 nm, pulse width between 120-200 fs, repetition rate of 80 MHz, and high power of at least 3 W at 800 nm. The required properties of the fiber-based laser system must include: wavelength center of 1040 nm, pulse width between 120-200 fs, repetition rate of 80 MHz, and high power of at least 18 W at 1040 nm. Coherent�s Ti:sapphire laser system and fiber-based laser system are the only laser systems that meet these required technical compatilibity requirements. Therefore, Coherent Inc. is the sole source vendor for the required system. � ***** The North American Industry Classification System (NAICS) code for this acquisition 334516� Analytical Laboratory Instrument Manufacturing, with a size standard of 1,000 employees. ��� ***** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued.� This notice of intent is not a request for quotations.� Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
