Description

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT pursuant to 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2) and 6.302-1(c), only one responsible source and no other supplies or services will satisfy agency requirements and brand name descriptions.� The U.S. Army Contracting Command (ACC), Tenant Division, Aberdeen Proving Ground (APG), 6565 Surveillance Loop, Aberdeen Proving Ground, Maryland 21005 has a requirement to procure the following: Quantity of one (1), Agilent Gas Chromatography / Mass Spectrometry (GC/MS) QQQ 7010B Instrument The purchase shall include the MS/MS mainframe, High Efficiency EI source, CI source, MassHunter SW, CPU, monitor, shipment, installation and familiarization, 1 year SW Update/Phone support assistance, and user training course. The Government intends to award a firm-fixed-price sole source contract to Agilent Technologies, Inc., Cage Code 0YSC6. The contractor is the sole design, engineering, and original equipment manufacturer (OEM) of the above listed Gas Chromatography/Mass Spectrometry instrument. The procurement requires installation and service related activities. The OEM authorizes these to be performed only by a factory trained Agilent technician to guarantee the instrument and its components under warranty coverage. Only Agilent personnel has access to software upgrades and firmware updates. The associated North American Industry Classification System (NAICS) code 334516 and the business size standard is 1,000 employees. Posting date of this requirement is 9 June, 2021. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 1:00 PM Eastern Daylight Time, 28 June 2021. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government. This is not a Request for Quote. This is a written notice to inform the public of the Government�s intent to award on a sole source basis the required supplies. Any questions regarding this notice must be submitted to: Birgit M.
