- Special Notice: NF-FN7110-21-0243 NOAA/NMFS/SEFSC The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Southeast Fisheries Science Center,� intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with InnovaSea Marine Systems Canada Inc.dba as VEMCO of Bedford, Nova Scotia, Canada to procure the following: (Qty 12) of item acoustic tags model number V13-1x-A69-1602; (9) External Cap (Manta Ray) and (3) External Cap (Reference Tag), to be used for tagging giant manta ray (an ESA listed species).�� (Qty 20) of item acoustic tags model V16-6x-A69-9001 to be used for tagging smalltooth sawfish (an ESA listed species) (Qty 7) of VR2W-69kHz Coded Acoustic Receiver (69KHz) with Bluetooth acoustic receivers (qTY 3) Magnetic Activation Probe for acoustic receivers. The applicable Size Standard is North American Industry Classification System (NAICS) Code 334513, with a Small Business size standard of 750 employees. The 2009 Smalltooth Sawfish Recovery Plan identifies priority activities necessary to rebuild the U.S. population of smalltooth sawfish. One such priority is surveys to monitor the population of juvenile sawfish in southwest Florida. The Giant Manta Ray Recovery Outline identifies interim recovery activities necessary to move towards recovery. One such action is to increase our knowledge of mantas� movement and seasonal distribution, as well as identify key habitat areas, including breeding and nursery grounds through research and monitoring. NOAA Fisheries-Southeast Regional Office has contributed funds to these survey and tagging activities in the past and hopes to continue funding to support recovery planning efforts. The required supplies or service must be compatible in all aspects (form, fit, and function) with existing systems and equipment An array of existing passive acoustic receivers already exists in the current study area(s). Any addition in terms of receivers or acoustic tags must be fully compatible with the existing array or data will not be acquired.� The Government intends to negotiate a firm fixed price contract. �This Special Notice of intent is not a request for competitive proposals and no solicitation package is available.� However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing.� Submissions are due no later than June 23, 2021 at 5pm Eastern Standard Time.� Oral communications are not acceptable in response to this notice.� Responses may be emailed to �Shawana.Randolph.@noaa.gov.� Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
