- Description
- The Government intends to issue a Request for Prototype Proposals (RPP) for the Tactical Fuel Distribution System (TFDS) under the Ground Vehicle Systems (GVS) Other Transaction Agreement (OTA), W15QKN-17-9-1025. The GVS OTA was entered into between the Army Contracting Command (ACC) and the National Advanced Mobility Consortium (NAMC) on 26 September 2017, in support of Ground Vehicle System related Research and Development prototype projects. The Government will utilize the GVS OTA to award this effort. The Government anticipates awarding up to five (5) agreements but reserves the right to award any number of agreements less than five (5). Under this effort, the Government is seeking the delivery of one (1) prototype TFDS system as well as twelve (12) Fuel Loss Mitigation Armor Coupons and eight (8) Opaque (Add On) Armor Coupons from each contractor that is selected for an award. The delivered prototype TFDS system will be tested by the Government. The anticipated period of performance for the prototype project effort is 12 months. As a note, the TFDS RPP will contain a Classified Annex and will have a DD-254, Contract Security Classification Specification, as an attachment. Any NAMC member may receive the RPP without the classified annex, but only those offerors who possess a current FCL as verified by the Defense Security Service (DSS) will be able to obtain the TFDS Classified Annex. A Facilities Security Clearance (FCL) at a minimum level of SECRET with SAFEGUARDING will be required of any firm awarded a prototype agreement. The FCL must be in place at the time the RPP closes. The anticipated Follow-on Production quantity/value is estimated at $678M for approximately 2,190 TFDS systems.
