- This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation to this requirement will be posted. This a notice to negotiate and award a sole source contract in accordance with (IAW) Federal Acquisition Regulations (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, with Knight�s Armament Company 701 Columbia Blvd Titusville, FL 32780. The Department of Energy (DOE)/National Nuclear Security Administration (NNSA)/Office of Secure Transportation (OST) have a requirement for night optic weapons sight. OST�s national security mission requires the capability for Field Agents (FA) to identify and effectively engage adversaries at night, and therefore the necessity for effective night optics. This is a new requirement to replace the current night optics. The government intends to award a sole source, firm fixed price (FFP)�contract to Knight�s Armament Company for this requirement under the authority of FAR 6.302-1(a)(2)(ii).� Knight�s Armament Company CAGE CODE is 1S002 and DUNS NUMBER is 054038138. The NAICS code for this requirement is 333314 and the applicable business size is 500 employees. OST has an immediate need to replace its current night optics. Based on routine and non-routine training and field testing, OST experienced numerous issues associated with focal and image alignment issues which rendered them unreliable. Problems persisted after refurbishment which made the night optics unreliable. Accordingly, OST requires the KAC�s Knights AN-PVS-30LW with the Gen 3 white phospur intensifier tube and a FOM of 2530 or higher. At this time, no other manufacturer can match improved visual clarity, ergonomics, and lower weight that the AN-PVS-30LWs provide over predecessor night optics which have proven to be unreliable. OST recently conducted testing of the PVS-30LW and confirmed their performance and reliability. OST Subject Matter Experts (SME) fired more than 1,000 rounds with the PVS-30LW which remained within 0.5 minutes of angle. This accuracy cannot be achieved with OST�s current night optics. Shots fired within 0.5 minutes of angle confirms the PVS-30LW is highly accurate which is an important feature when engaging with adversaries at night. This notice of intent is not a request for competitive proposals. However, any firm that believes it can meet the requirement, as outlined above may give written notification prior to the response due date via e-mail to Kim.Sosinski@nnsa.doe.gov. Responses are required to be submitted within 15 calendar days of the posting of this notice. Responses containing supporting evidence of your ability to perform this requirement must be furnished in sufficient detail to demonstrate this ability for evaluation. �However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. DOE/NNSA/CPD will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any contract. �A determination made by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
