- Notice of Partnering Opportunity The Hot Operating Temperature Technology (HOTTech) program towards the robotic exploration of high-temperature environments 80GRC021R0013 General Information NASA/GRC is seeking partners to propose in response to NASA Science Mission Directorate (SMD) Hot Operating Temperature Technology (HOTTech) program opportunity.� NASA/GRC is interested in partners that can collaborate on the development, maturation, and possible implementation of highly innovative space hardware technologies. The project team will be led by a NASA/GRC early career civil servant employee and include any combination of highly qualified external partner(s).� Proposing core teams will include NASA civil servants and external partners (e.g., from academic, commercial, other government agencies, etc.).� Purpose of Notice NASA Glenn Research Center (GRC) is issuing this Notice of Partnering Opportunity for the purpose of openly and competitively selecting prospective team members to assist it in the preparation of proposals to be submitted by GRC to NASA HQ for NASA Science Mission Directorate (SMD) Hot Operating Temperature Technology (HOTTech) program.� This process is being conducted in accordance with NASA FAR Supplement 1872.3. By this notice, GRC is seeking information from partners regarding their availability, cost, capabilities, and past performance that relates to the science partnerships on potential future missions, technology and instrument developments, and laboratory experiments. This notice also authorizes NASA GRC to award grants, cooperative agreements and/or contracts to its selected partner(s) without further competition or justification, for execution of any GRC proposal that is selected in these partnerships. Overview This notice is not to be construed as a commitment by the Government to enter into a partnership. This Notice is subject to revision or cancellation at any time. Based on the responses to this Notice, GRC anticipates selecting organizations with which GRC would then immediately work directly and individually to develop, complete, and submit proposals in response to the above-mentioned objectives. During the development of specific proposals, specific roles and cost estimates for the selected partners will be developed. For any GRC proposal that is selected, GRC intends to negotiate, without further competition or justification, a grant, cooperative agreement, or contract with each proposal partner, consistent with their agreed upon roles and this notice. During these procurement negotiations, the specific statement of work, terms and conditions, and procurement value will be determined. There will be no exchange of funds between GRC and the teaming partners during the preparation of proposals. NASA GRC will not be responsible for any costs incurred by respondents in preparing a response to proposals or by the selected partners in assisting GRC in the preparation of proposals. Details of the Opportunity NASA Glenn (GRC) seeks partners for development of technologies including, but not limited to: � Radio Frequency (RF) Components or Systems (>100 MHz) � Power Transistors/Electronics (>1000 mA) � Passive Electronic Components (capacitors, inductors, resistors) � Low-Power Electrical Circuits (1000 mA), partners are sought for SiC BJT co-development and mission implementation. �Partners would have demonstrated expertise in wide band gap power electronics in space environments.� The main objectives of the project would be to realize and demonstrate reliable, high temperature SiC BJTs for Venus or other extreme environments beyond conventional limitations.� The respondents should demonstrate strong, industry leading capabilities and expertise in ANY of the following technology and/or implementation areas: Low volume prototyping and/or higher-volume production manufacturing of high voltage SiC devices (> 1 kV); Experience in minimizing on-state resistance with non-standard layer thickness. Device packaging expertise for operating ambient temperatures >200 oC. Mission implementation expertise of SiC/wide band gap power electronics in space environments. Corresponding expertise and capabilities are also sought in the other technology areas as well. NASA Clause 1852.215-84, Ombudsman, is applicable.� The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html� The Government does not intend to acquire a commercial item using FAR Part 12.���� The NAICS Code and Size Standard are 541715 and 1,000, respectively. Response Content Instructions Respondents shall address the following in their responses: Proposed contributions relevant to the proposed technology and/or implementation areas 1-3 above for inclusion in the subject proposal. This may include suggested relevant development activities, fabrication, packaging, testing, and/or device applications. Evidence of successful participation in previous, similar development efforts. Address capabilities the responder has to offer. Identify particularly critical or challenging areas that have been overcome. Describe the work that is similar to the proposed area: to include grants and/or contracts, etc. � NASA/GRC reserves the right to communicate with potential proposal partners for additional information about their interest and capability.�� NASA/GRC reserves the option to not select any teaming partners under this offering on the basis of material received.� All information received in response to this notice that is marked 'Proprietary' will be handled and protected accordingly.�������� Evaluation Criteria GRC will evaluate the responses based on the following criteria:�� Relevance of the proposed contributions or approach. Effectiveness of the processes/capabilities/qualifications to meet the proposed technology objectives. Relevant experience and technical capability. This criterion evaluates the respondent's relevant recent experience in similar activities and technical capability to perform the proposed activity. ��� Response Instructions Written responses shall: Not exceed 2 pages per proposal, plus up to 4 1-page resumes for individuals. Use a Calibri font text with a size not smaller than 11 point except for tables and chart graphics which can use 10 point. Include all information requested in this notice. Provide a Point of Contact and email to address questions from NASA. � It is the offeror's responsibility to monitor this website for the release of the solicitation and amendments (if any).� Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Questions are due by 5:00 pm EDT on June 18, 2021. Responses are due to NASA GRC no later than 5:00 pm EDT on July 02, 2021. Any responses received after this time and date will be handled as late proposals in accordance with Federal Acquisition Regulation 15.208. Responses to this notice must be submitted in the form of a Portable Data Format (PDF) file.
