- SUBJECT: ARCHITECT-ENGINEER (A-E) ENVIRONMENTAL SERVICES ID/IQ: TITLE I, TITLE II, AND OTHER A-E SERVICES TO ADMINISTER, COORDINATE AND TECHNICALLY SUPPORT ENVIRONMENTAL PROGRAMS OF INTEREST TO THE GOVERNMENT Agency: Department of the Air Force Office: Air Force Materiel Command Location: WR-ALC POC: PCO Valerie Evans CONTRACT INFORMATION Indefinite Delivery/Indefinite Quantity (ID/IQ) Contract for Title I, Title II, and Other A-E Environmental Services. The basic award period will be for one year from the date of award. In addition, there will be four annual option years. The applicable NAICS is 541620, Size Standard: $7M. A-E Selection procedures will be used to competitively award one ID/IQ contracts using full and open competition. There will be only ONE contract awarded. Task order limitations are as follows: Minimum: $1,500.00; Maximum: $3M. There is a minimum order amount guarantee of $100,000.00. The contract will be structured to allow for the issuance of both Firm-Fixed-Price (FFP), Cost Plus Fixed Fee (CPFF) and Time and Materials/Labor Hours (T&M/ LH) task orders. The period of performance for the contract will be five years, a basic year plus four annual option years. The anticipated date of award is September 2021. REQUIRED SERVICES A detailed Statement of Work (SOW) for the subject IDIQ contract is provided, along with an Appendix C,�and Contract Data Requirements Lists (CDRLS). In general the required services under the subject IDIQ contract will include: a) Title I Services Title I services include all aspects of design such as preparation and/or review of studies, plans, specifications, drawings, calculations, CAD, scheduling, cost estimates, regulatory and safety reviews, value engineering, and preparation of design and constructability reports, and operating and design manuals. These services relate to specific RAFB requirements as identified in Section 1.0. They consist of conducting reviews of existing data, information, and reports, as well as, conducting field surveys and investigations to obtain further data to prepare documentation as identified above.� Title I efforts also encompass those efforts required to support and develop design work, including planning� and� programming,� program� management,� project� scoping,� studies, investigations, evaluations, consultations, conceptual design, value engineering, facilities updates and modifications, topographic survey services, as well as operation, monitoring, and optimization of environmental treatment and/or control, pollution prevention, ergonomic, corrosion control/prevention, or process energy systems. b) Title II Services Title II services include quality assurance and oversight of environmental projects related to specific or proposed projects, and can consist of construction related supervision and inspections, and constructability reviews.� Potential activities can be: construction contractor submittal reviews, day to day liaison, surveillance, coordination, testing, and documentation of construction/investigative activities. Inspection activities ensure compliance with contract regulatory requirements, construction of complete and usable facilities, safe work practices, timely construction, limitation of cost growth, etc. �Quality Assurance/Quality Control inspection services can include field inspections of work by other contractors; such as observation, data collection, validation, reporting and conditions verification.� The Contractor will also perform services similar to Title I but of a more detailed or final nature.� These duties would include: final design calculations, analyses, and/or drawings; definitive plans, final specifications; design support travel; design reviews, quality assurance, and oversight; cost estimates; procedure; and bid package development. Similar to Title I Services, Title II efforts will cover operation, monitoring, and optimization of environmental treatment and/or control, environmental/regulatory compliance, pollution prevention, ergonomic, corrosion control/prevention, process energy systems or other urgent, eminent and/or immediate actions deemed detrimental to the Complex, such as actions relative to environmental/spill response/control/avoidance/clean-up, etc. c) Other A-E Services, May consist of a full range of environmental services to include, but are not limited to, support necessary for the restoration, environmental, compliance, spill response/control, process energy efficiency, ergonomics, corrosion control/ prevention, and pollution prevention programs. These efforts include planning and programming, program management, scoping, studies, operations support including data gathering and permit preparation, investigations including geophysical and process, evaluations, surveys, consultations, conceptual design, value engineering, as well as operation, monitoring, and optimization of environmental treatment or control systems, technical orders, updates or modifications, and documentation.� Also included are other related services for the continuation of these existing programs or to establish initial ones. SUBMITTAL REQUIREMENTS Firms desiring consideration shall submit the following: 1) A valid email address and point of contact to where a secure DOD Safe link can be sent. Interested firms will need to submitt their Standard Form (SF) 330 Part I and Standard Form (SF) 330 Part II to the DOD Safe link provided via email. NOTE: All information relating to the firm's qualifications must be contained in the standard forms. Inclusion by reference to other materials is not acceptable. Firms are directed to keep the total page count of SF Form 330 Part I submission to no more than 60 pages of text/figures/tables, numbered consecutively from 1 to 60, (one face of an 11 x 17 foldout will therefore have two consecutive page numbers). Any additional pages and/or other documents submitted will be destroyed without consideration. The cover, cover letter, title page and tabs for SF 330 Part I are excluded from the page count. Additionally, there is no page limit on SF 330 Part II. Submittals shall be prepared using Standard English and must be written in a concise, yet clear and informative style. Submittals shall use a minimum 12 point font in preparing narrative elements and a minimum 10 point font in preparing tables and be double sided and secured in a 3-ring binder. Submissions may include color. Page sizes to be used include 8.5 x 11 and 11 x 17. The 11 x 17 sheets with printing on one side will count as 2 pages. The 11 x 17 sheets with printing on both sides will count as 4 pages. All 8(a) certified firms are instructed to note their status by the appropriate ownership in Block 5b of Part II of the SF 330; include the graduation date from the program. Responding firms shall clearly indicate any subcontractors, and/or consultants. Any proposed teaming arrangements shall clearly state the type of teaming arrangement: Joint Venture or Prime/Subcontractor. Firms are strongly advised to adhere to all the submission requirements outlined under this Broad Agency Announcement (BAA). SELECTION CRITERIA Each Firm must demonstrate their qualifications (including subcontractors) with respect to the selection criteria listed below. All of the five (5) selection criteria listed are of equal importance. SF-330s will be evaluated to determine the most highly qualified firm/team based on submitted SF-330 responses. Failure to provide requested data or comply with the instructions in this synopsis (including attachments) and SF-330 instructions could result in a firm being considered less qualified or being eliminated from consideration. Specific evaluation criteria include: 1) Professional qualifications necessary for satisfactory performance of required services; 2) Specialized experience and technical competence in the type of work required; 3) Capacity to accomplish the work in the required time; 4) Past Performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; and 5) Location in general geographical area of the project and knowledge of the locality of the project. Evaluation Criteria: (1) Professional Qualifications of Key Personnel: SF 330 Part I, Section E should show brief resumes of key personnel of the prime contractor/teaming arrangement. The combination of criteria below will be used to determine the ability of the staff to effectively contribute to the successful completion of project task orders. Responses will be evaluated to determine: (a) experience regarding work requirements listed herein for any business sector, and Air Force-, and/or DoD, experience specific to requirements listed herein; (b) State of Georgia certification/licensing; (c) years with company; (d) years professional experience, and (e) education. (2) Specialized Experience: SF 330 Part I, Section F Information must be submitted on contracts awarded to the organization, and their primary subcontractors and/or consultants, which have concluded no earlier than five �years before the release of this solicitation. Projects/contracts completed more recently will be evaluated more advantageously for the offeror. Projects/contracts listed should show: (a) scope and nature similar to the scope of work described in this announcement, as presented in the attached SOW; (b) include a description of complexity of the job and challenges faced. Section G should identify key personnel that worked on projects listed in Section F and their role. The listed projects should include: (i) one (1) project related to Title I services; (ii) one (1) project related to Title II services; and (iii) three (3) projects related to other A-E services. (3) Work Capacity: SF 330 Part I, Section H should include a description of how each firm will manage, coordinate, and administer work within the proposed team identified in SF 330 Part I, Section C. Responses will be evaluated to determine the following: (a) capacity to perform work in-house and with teaming partners; and (b) ability to complete several multidisciplinary contract task orders concurrently; that is, the impact of this potential workload on the firm's permanent staff, anticipated workload during the contract period, and the firm's history of successfully completing work in compliance with performance schedules. (4) Past Performance: SF 330 Part I, Section H should cite three (3) examples of performance for projects similar to contract work described in the announcement that have been performed in the past 5 years; note that more recent projects will be evaluated more advantageously for the offeror. Responses will be evaluated to determine: (a) ability to maintain quality of work, cost control, and compliance with performance schedules, (b) customer satisfaction. The offeror shall furnish the Past Performance Questionnaire (PPQ) included in Attachment 3 for completion to the point of contact for the above referenced three (3) projects for the Past Performance evaluation. The point of contact for a referenced project shall submit a completed PPQ to the Contracting Officer Valerie Evans at valerie.evans.1@us.af.mil. Completed Past Performance Questionnaires are due no later than 1:00pm, 9 July 2021. PPQs will only be accepted via email and must come directly from the point of contact. It is the sole and exclusive responsibility of the offeror to ensure that PPQs are submitted completely and timely to the Contracting Officer. The Government reserves the right to supplement the past performance information provided by the offeror with any other past performance information it may obtain from any other sources that are considered current, accurate, reliable, and relevant. (5) Location. The prime contractor, (including first tier subcontractors/consultants,) shall have staff located within the general geographic area and have knowledge of the locality. Staff shall have the ability to mobilize to a project site within 5 hours. EVALUATION PROCESS The following adjectival ratings will be used to evaluate submittals. High Confidence: Evaluation of the factor or the proposal leaves virtually no doubt that the offeror will successfully perform the required effort. Little or no Government oversight is expected to be required in achieving the required level of performance. Medium Confidence: Evaluation of the factor or the proposal leaves some doubt that the offeror can successfully perform the required effort; however, it is believed that there is a high probability that the offeror can perform successfully. Some Government oversight is expected to be required to meet the contract requirements. Low Confidence: Evaluation of the factor or the proposal leaves substantial doubt that the offeror will successfully perform the required effort. Substantial Government oversight or intervention is expected to be required in achieving the proposed level of performance. Changes in the offeror's existing processes may be necessary to achieve contract requirements. No Confidence: Evaluation of the factor or the proposal leaves extreme doubt that the offeror will successfully perform the required effort, regardless of the degree of Government oversight. Interviews: The evaluation board may interview firms during the final selection process. Information to be provided will be determined at the time the decision is made to hold interviews. ORGANIZATIONAL CONFLICT OF INTEREST A contract awarded under this announcement is subject to an Organizational Conflict of Interest (OCI) Clause, AFFARS 5352.209-9000 and 5352.209-9001. Also, firms are advised to review the referenced OCI clauses and include a subsequent acknowledgement and statement of understanding of the OCI clauses as the last item in the SF 330 Part I, Block H. Failure to include this signed statement in the SF 330 will negate consideration of the firm for this solicitation.
