- The purpose of this mod to previous pre-sol is to provide responses to technical questions received and provide updates to two attachments. The Final SOW has been revised to show the correct project number of 598-21-700. SOW Attachment 06 has been revised to better represent the expectations for this specific site and project. Question 1: This project is for a fiberoptic upgrade project as per the website https://www.ehrm.va.gov/ The Proposal is asking for the following resumes for a fiberoptic/electrical design project: Key positions and disciplines required for this project include, but are not limited to: Architect (LEED certified), CADD Technician, Registered Communications Distribution Designer (RCDD), Estimator, Civil Engineer, Electrical Engineer, Environmental Engineer, Fire Protection Engineer, Industrial Hygienist, Mechanical Engineer, Plumbing, Project Manager, Quality Assurance, Structural Engineer, and Physical Security Specialists. Please explain whether you really want the following disciplines included for a fiberoptic/electrical upgrade project as these disciplines would not be included in this design in any way: Environmental Engineer, Fire Protection Engineer, Mechanical Engineer, Plumbing There is no mention of the above four disciplines in this SOW in any area. There is a page limit to this proposal and these disciplines which will not be used are taking up some of the pages unnecessarily. VA Response: The SOW includes assessment for new and upgrades to existing HVAC; reconfiguration, expansion, and renovation of existing space (demo, new construction, finishes, life safety); fire rating requirements & fire protection; and hazardous material abatement. The minimum required resumes are: RCDD, Architect, Electrical Engineer, Mechanical Engineer, Fire Protection Engineer, Quality Assurance, and Physical Security Specialists. Question 2: This project does not include architecture it is an IT upgrade project. The project requires a Architect (LEED certified), Why does the Architect have to be LEED certified on an IT project? Wouldn t the Project Manager or Lead Electrical Engineer/IT designer work? The USGBC manages LEED certification and allows for only one person on the entire team to be LEED certified, it doesn t matter what the discipline. Is this project going for official LEED Certification with the USGBC? The USGBC clearly states that IT projects are not eligible for LEED certification. This is confusing. VA Response: An architect is required but we are no longer seeking LEED certification.
