2 COMBINED SYNOPSIS/SOLICITATION: Hudson Valley Boiler Internal Inspection, (Hudson Valley Health Care System- Montrose VA and Castle Point VA). (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, and FAR 13.5 Simplified Procedures for Certain Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. (ii) This solicitation is issued as a request for quote (RFQ). Request for Quote will be submitted through beta.sam.gov on RFQ reference number 36C24221Q0811. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 (eff. 03/10/2021) & VAAR 2008 (eff.01/27/21). (iv) This solicitation is Service Disabled Veteran Owned Small Business set-aside open market solicitation. The associated North American Industrial Classification System (NAICS) code for this procurement is 238220 with a small business size standard of $16.5 Million. The FSC/PSC is H344. (v) This is a services contract to provide Hudson Valley Boiler Internal Inspection, at the VA Hudson Valley Health Care System- Montrose VA located at Route 9A P.O. Box 100, Montrose, NY, 10548-0100 and Castle Point VA located at 41 Castle Point Road, Wappinger Falls, NY 12590. The Contractor shall provide clear pricing as the Contracting Specialist will need to distinguish between the varying costs of the procurement in order to determine price reasonableness. (vi) The required work is as contained below in the Statement of Work. Department of Veterans Affairs Hudson Valley Health Care System Montrose & Castle Point Campuses Statement of Work Internal Inspection High Pressure Steam Boilers High Pressure Boiler Systems & Equipment 1. Introduction: A. Hudson Valley Health Care System has a central boiler plant to provide steam for heating, air conditioning, domestic hot water, kitchens, sterilization and laundry services. B. Boiler Plant safety, reliability, efficiency and equipment longevity are paramount concerns of Hudson Valley management. Regular inspections by qualified professional inspectors is an essential part of a program to address these concerns. C. This document lists the facilities where the work will be required and lists the boilers and boiler plant equipment at each facility. 2. Qualifications/Experience Requirements: A. All work described herein shall be performed by a Qualified Professional Inspector and or under the supervision of a Qualified Professional Inspector. A Qualified Professional Inspector is defined as anyone or combination of: 1. A boiler inspector who has a valid commission from the National Board of Boiler and Pressure Vessel Inspectors (NB). 2. A boiler inspector who has qualified by passing a written examination under the laws, rules and regulations of a jurisdiction of a state. 3. A boiler inspector who is regularly employed as a boiler inspector by a jurisdiction which has adopted and administers one or more sections of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code as a legal requirement, and has a representative serving as a member of the ASME Conference Committee. 4. A boiler inspector who is regularly employed by an insurance company which has been licensed or registered by the appropriate authority of a State of the United States to write boiler or pressure vessel insurance. 5. The Non-Destructive Testing Technicians shall be certified as being qualified Level II technicians in the non-destructive testing methods to be utilized. The certification shall be in accordance with the requirements of the American Society for Non-Destructive Testing (ASNT). 6. Prior to commencement of work under this contract, detailed resumes containing enough information to demonstrate compliance with this requirement shall be submitted to the COR for approval. This shall include copies of National Board Commissions and ASNT certifications. 7. In the performance of this contract, all employees must be able to read, write and speak English. 8 The Qualify Inspection professional shall provide all tools and labor necessary to perform the inspection services testing described herein. This shall be completed on an annual basis every twelve (12) months, within +/- 20 calendar days of the anniversary of the last performance of the work, in accordance with a schedule approved by the Contracting Officers Representative (COR). The COR may extend the schedule for burners in limited service, the contractors shall not be required to perform work on out of service boilers. Boilers/tanks scheduled for internal inspection will be prepared for the inspection by Hudson Valley prior to the scheduled arrival of the Qualified Professional Inspector. This includes cooling the boilers to near ambient temperature and having all manways, hand holes and furnace access doors open; electrical lock-out, tag-out in place; connecting piping isolated; proper illumination provided; compliance with confined space access requirements including having safety personnel present in the boiler plant. Similar advance preparations will be made to the feed water deaerator when it is scheduled for internal inspection. B. Hudson Valley will have the boilers that are to be inspected externally (warm and ready) under operation prepared for the Qualified Professional Inspector upon their scheduled arrival. This includes having the boilers clean of soot and loose scale, fully warmed and at normal steam pressure. C. VA Hudson Valley HCS will comply with requirements of the Qualified Professional Inspector that are considered reasonable by Hudson Valley and have been presented in writing at least two weeks prior to the scheduled inspection. D. To maintain steam service, only one boiler at a time per site will be scheduled for internal inspections per inspection visit. Thus, multiple visits per Hudson Valley facility will be necessary every year to inspect all the boilers internally. E. Inspections will be coordinated and scheduled during periods of low steam demand to the extent feasible. F. The Contracting Officer has the overall responsibility for the administration of this contract. He/she, alone, without delegation, is authorized to act on behalf of the Medical Center to: Amend, modify or deviate from the contract terms, conditions, requirements, specifications, details and/or delivery schedules. However, he/she may delegate certain other responsibilities to his/her authorized representatives. G. Contracting Officer's Representative (COR) will be designated at time of award. The COR will assist the CO in the discharge of his/her responsibilities. The responsibilities of the COR include, but are not limited to: Determining the adequacy of performance by the contractor in accordance with the terms and conditions of this contract; acting as the Medical Center's representative in charge of the work at the site; ensuring the compliance with contract requirements insofar as the work is concerned; and advising the CO of any factors which may cause delay in performance of the work. H. Contractor shall arrange for satisfactory supervision of the contract work. The contractor or his/her on-site supervisors shall always be available when contract work is in progress to receive notices, reports or requests from the Contracting Officer or COR. 4. Summary of the minimum inspection requirements for boilers. The Qualified Inspection professional shall provide all tools and labor necessary to perform the inspection services testing described herein: A. Review the boiler history including operating conditions, date of last inspection, current inspection certificate, ASME stamping on boiler, National Board registration number, history of repairs and modifications. Review boiler logs, water test reports, and reports on tests performed on the burner controls and interlocks. B. Assess the external parts of the boilers and boiler accessories and piping and valves for safety, accessibility, proper maintenance and operation, cleanliness, and compliance with codes. C. Inspect for evidence of leakage of combustion gases or fluids, externally and internally, including all gaskets. D. Inspect foundations for signs of stress such as cracking or movement. E. Inspect boilers externally and internally for defects including bulges, blisters, cracks, wasted or eroded material, warping, general corrosion, grooving and pitting, damaged insulation. F. Inspect all accessible internal surfaces for waterside and fireside deposits, including scaling, sediment, debris, carbon deposits. G. Examine all stays and stayed plates. H. Inspect gas side baffles. I. Inspect internal drum surfaces and steam separating internals. J. Inspect soot blowers and verify proper alignment. K. Inspect tubes, tube ends and tube alignment. Check for sagging tubes. L. Verify that all nozzles of internal piping such as feed water admission and bottom blow off collection are clear with no obstructions. M. Inspect seating surfaces of manways and hand holes. N. Check that boiler structure is plumb and level with no excessive deformations. O. Check for missing items such as bolts and nuts. P. Examine all valve and pipe connections to the pressure vessel. Q. Inspect refractory including burner throat, expansion joint, bull ring, furnace seals, furnace walls and floor. R. Verify proper alignment of burner assembly. S. Inspect furnace for evidence of flame impingement. T. Test operation of water level gage glass. U. Perform mechanical and electrical inspection of disassembled low water cutouts (disassembly by VA). After reinstallation, test operation to the extent possible. Test low water cutouts on hot boilers by lowering water level gradually. V. Inspect piping connected to the boilers for evidence of leakage, provision for expansion, provision of adequate support, proper alignment, and evidence of detrimental conditions. W. Inspect piping to the water column, low water cutoffs and alarms, gage glass. Verify that interior of piping is clear of obstructions. X. Inspect valves on boiler feed water, blowdown, drain and steam systems. Y. Provide recommendations for non-destructive testing when the inspections indicate that this is necessary to assure continued safety and reliability under current operating conditions. 5. Summary of the minimum inspection requirements for feed water deaerator and condensate tanks The Qualified Inspection professional shall provide all tools and labor necessary to perform the inspection services testing described herein: A. Review the feed water deaerator history including operating conditions, date of last inspection, current inspection certificate, ASME stamping, National Board registration number, materials of construction, extent of post weld heat treatment, history of repairs and modifications. B. Assess the external parts of the feed water deaerator and accessories and piping for safety, accessibility, cleanliness, proper operation, and compliance with codes. C. Inspect for evidence of leakage. D. Inspect safety valve installation and verify that the valves have proper set pressure and capacity and are properly installed. Verify that the deaerator can safety withstand the test pressure allowing the safety valves to be tested in-situ. E. Verify that non-condensable gas vent line is open and proper orifice is provided to permit venting of gases. F. Inspect support structures for proper integrity and allowance for thermal expansion. G. Visually inspect all visible pressure vessel surfaces for corrosion, material thinning, deposits, and weld cracking. H. Inspect spray nozzles and trays. I. Certified American Society for Non-Destructive Testing (ASNT) Level II technicians shall perform non-destructive tests using the wet fluorescent magnetic particle (WFMT), ultrasonic testing (UT), and any other necessary non-destructive tests. J. Completely examine all accessible welds utilizing the WFMT test method. Properly prepare the surfaces before testing. K. Determine pressure vessel material thickness by UT. Thickness measurement locations shall be selected by dividing the storage tank heads into quadrants and taking measurements at each quadrant on two imaginary rings in each head (eight measurements total). Measurement locations on the shell shall be on each of the quadrants, on four to six locations along the length of the shell (16 to 24 measurements total). The technician may recommend fewer or more tests to the owner, providing justification. L. Typically, the pressure vessel section containing the deaerator trays and sprays is not accessible for non-destructive testing. The experience is that this section, which is mainly exposed to steam, is less vulnerable to weld failures and material thinning than the storage section which contains condensate and make-up water. M. Calculate maximum allowable working pressure rating of vessel based on thickness measurements. Calculate depletion rate of material thickness. 6. Reporting The Qualified Inspection professional shall provide all tools and labor necessary to perform the inspection services testing described herein: A. Furnish report within 15 business days of each facility inspection in Electronic format by email to the COR for each site. 1. Provide complete written report fully describing all inspections and tests performed, findings, and recommendations. The condition of all items inspected shall be stated whether acceptable or deficient. All deficiencies shall be fully described along with recommendations for methods of correction. Utilize National Board Forms NB-6 and NB-7, or other similar forms acceptable to owner. 2. Provide an executive summary of all deficiencies and recommendations 3. Provide sketches and photographs to show areas identified as not acceptable for continued service or requiring repair. 4. Include test data and calculations. Show locations and extent of all non-destructive testing by sketches. 5. All safety-related deficiencies shall be immediately reported to the COR during the inspection visit. 6. Provide recommendations on need for re-inspections after correction of deficiencies. Cost of re-inspections shall be extra cost negotiated with VA Contracting Officer. 7. Provide (2) two bound hard copies of each report delivered to the COR at each facility inspected once reports received by electronic means are approved by the COR. 7. The Contractor shall provide telephonic technical consultation for boiler related issues for the Base Year and all Option periods. Government estimates approximately (5) five per site per contract year. Technical support is to assist in the clarification, interpretation, and explanation of findings for the duration of the contract. The technical support will be limited to issues derived from the final report and resolution plans for those issues 10. The offeror must be a responsible offeror and submit a package that meets all the technical and past performance requirements. Offeror must also meet the terms and conditions of all clauses and provisions. The award will be made to the responsible offerors, whose offer is the best value. When combined, technical and past performance is more important than price. A quote may be determined to be unacceptable/incomplete if required information is missing or if the quote materially deviates from the requirements of the RFQ.. All complete quotes will be considered. Evaluation Factors: (1) Technical Capability to meet all the requirements of the Scope of Work (SOW). The offeror shall submit a maximum 20-page capability statement providing 1 redacted and 1 unredacted copy via email. Offerors are cautioned NOT to cut and paste the SOW into their proposal. The offeror must specifically address the following criteria: Technical Proficiency: Contractor shall submit a proposal that demonstrates its understanding of the requirement in accordance with the Statement of Work and the extent to which potential risks are identified and mitigated. The contractor shall provide documentation to support their skill in performing the requested duties. This documentation should show that the contractor is a firm regularly engaged in the field of High-Pressure Steam Boiler and High-Pressure Boiler Systems Inspection. The offeror shall demonstrate how the inspections will be scheduled and work performed compared to the requirements posed by VA including, time estimates to complete the work, how the offeror will document the state of the equipment and communicate with the COR Technical Experience/Qualifications: The offeror shall demonstrate that all work to be performed under this proposed contract shall be completed by a Qualified Professional Inspector (QPI) with a minimum of 5 years of experience as a Qualified Professional Inspector. The offeror shall provide name(s) and resume(s) of key personnel designated as Qualified Professional Inspectors that will perform the work specified in this contract. Offerors shall specifically indicate and provide documentation to demonstrate QPI credentials as a boiler inspector who has a valid commission from the National Board of Boiler and Pressure Vessel Inspectors or a boiler inspector who has qualified by passing a written examination under the laws, rules and regulations of a jurisdiction of a state or a boiler inspector who is regularly employed as a boiler inspector by a jurisdiction which has adopted and administers one or more sections for the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code as a legal requirement and has a representative serving as a ,member of the ASME Conference Committee or a boiler inspector who is regularly employed by an insurance company which has been licensed or registered by the appropriate authority of a State of the United States to write boiler or pressure vessel insurance. The offeror shall submit evidence to show that the Non-Destructive Testing Technicians shall be certified as being qualified Level II technicians in the non-destructive testing methods to be utilized. The certification shall be in accordance with the requirements of the American Society for Non-Destructive Testing (ASNT). Quality Control & management Plan: The offeror shall demonstrate their ability to provide technical and supervisory assistance to field personnel when needed. The offeror shall demonstrate their ability to respond to emergent situations including how the firm respond to unforeseen circumstances to ensure minimal downtime for inspection services. Contractors Safety Plan The offeror shall demonstrate that they have an OSHA compliant safety plan to include technician training on but not limited to LOTO, ladders/scaffolding, and confined space. The offeror shall describe the means and methods to be utilized to ensure a safe work environment and that their firm has had no OSHA violations within the past 7 years. (2) Past performance - Contractor must provide three references for contract of similar scope and magnitude to be evaluated. The contractors Past Performance shall also be reviewed in PPIRs; Individuals with no past performance shall receive a neutral rating for this evaluation factor. (3) Price - The government will evaluate offers for award purposes based on the pricing for the total requirement. Offers for partial requirement will not be evaluated and will be deemed non-responsive upon receipt. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
