- The purpose of Amendment 00001 is to notify all potential Offerors of the�changes listed below: 1. Post Question and Answers Received Against Solicitation 191BWC21R0003A. The prposal due date remains unchanged at 16 June 2021 at 2:00 pm MDT. _______________________________________________________________________________ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 13 and 15, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 191BWC21R0003A and is being issued as a request for proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 dated March 10, 2021. This requirement is being procured under full and open competition. The applicable NAICS code is 238190 Other Foundation, Structure, and Building Exterior Contractors with a size standard of $16.5 million. System for Award Management: IAW FAR 4.1102(a), offerors are required to be registered in the System for Award Management (SAM) database at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements. The Government is seeking proposals to Assess and replace the Anzalduas Dam Radial Gates Cathodic Protection Systems.� The project is located at the United States International Boundary and Water Commission (USIBWC) Merced Field Office, 325 Golf Course Road, Mercedes, TX 78570. The attachments to this solicitation include: Scope of Work (SOW); SCA Wage Determination No. 2015-5245, Rev. No. 12 dated 12/21/2020. The Government intends to award a firm fixed priced contract in accordance with the attached Scope of Work. SITE VISIT: Vendors are encouraged to attend an agency organized site visit. Site visits may be scheduled by contacting Mr. Franklin Lazo at (956) 585-1657, (956) 844-5591 cell phone, �franklin.lazo@ibwc.gov. While attending the site visit all vendors must adhere to COVID-19 requirements for social distancing and the use of personal protective equipment (PPE) (i.e. mask and gloves). Vendors will not be permitted access to IBWC facilities without proper PPE. Virtual site visits (video/photographs) are not permitted. Any questions related this solicitation shall be submitted to Sylvia.grindstaff@ibwc.gov and Carmella.speer@ibwc.gov in writing no later than 2:00pm MDT, June 1, 2021� Questions received after this date and time may not receive a response. Answers to questions will be posted to the Beta.SAM website via an amendment to the solicitation. No information concerning this solicitation will be provided in response to telephone calls. INVOICE PROCESSING PLATFORM The U.S. Section International Boundary and Water Commission (USIBWC) has transitioned to an electronic invoicing system. The Invoice Processing Platform (IPP) is a secure, web-based system provided by the U.S. Department of the Treasury�s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis. IPP is available at no cost to any commercial vendor or independent contractor doing business with a participating government agency. Information concerning accessing the IPP system will be provided at time of award.
