- PRESOLICITATION NOTICE The Department of Veterans Affairs has a requirement for a contractor to Upgrade Water Distribution System for Legionella Prevention for Project Number 590-18-103, at Hampton VA Medical Center, 100 Emancipation Dr., Hampton, VA 23667. Scope of Work: Provide construction services to perform all work associated with the attached plans and specifications in order to upgrade, modernize, and improve domestic water distribution systems in overnight stay buildings at the Hampton, VA Veterans Affair Center. Domestic water systems in Building s 110/110A, 114, 137, and 146 are included in this scope of work. General: The project will include all services required to implement bid drawings and specifications for Project 590-18-103: Upgrade Water Distribution System for Legionella Prevention. The scope includes a variety of construction and demolition work including plumbing, mechanical, civil, electrical work associated with the improvement of domestic drinking water distribution systems in the above referenced overnight stay buildings at the Medical Center. The project includes diverse scheduling, safety barrier implementation, and coordination to cause as minimal impact and disruption to operations within critical medical care infrastructure at the Medical Center. The work scope includes but is not limited to: Installation of water quality and pressure monitoring systems that meet VA Directive 1061 requirements including: monitoring equipment for temperature, oxidant level, pH, flow and pressure for each of the buildings covered within the project scope. Installation and implementation of controls for domestic water temperature. Existing distribution piping systems for domestic cold, domestic hot, and hot water return will be modified to meet the current VA design directives regarding these systems and legionella control. Installation and implementation of water temperature control devices at water system outlets to allow for water temperature circulation at temperatures required by the VA Water Safety Directive. Installation of various injection ports to provide sections of the buildings the ability to undergo hyperchlorination procedures or introduction of other oxidizing agents. Installation of a new building potable water service pressure booster pump system is to be added to Building 110 to increase the existing domestic water distribution system pressure. Civil construction services to install a new potable water service line to building 114 downstream of the new Dialysis/Eye Clinic. Construction and demolition services to remove various dead leg water distribution pipes in areas identified in bid drawings. BID ALTERNATE NO.1: Perform all work described in Bid Item I above except: Eliminate all associated work in Building 137C 2 North and 2 South. BID ALTERNATE NO.2: Perform all work described in Bid Item II above except: Eliminate all associated work in Building 137. Place of Performance: Tasks will be performed at the VA Medical Center, Hampton, VA, 23667. Work will be around an occupied healthcare facility in operation 24 hours a day. Specific site requirements: Contractor and all subcontractors shall obtain a flash badge from the Police Service, provide proof of OSHA 10 training completion, provide TB test results and shall abstain from smoking within the perimeters of the facility. All individuals that enter any VA facility are always required to wear a face mask and will be pre-screened for COVID19. Contractor shall provide proof of negative COVID test results for all employees entering the VA facility. The test results shall be from a time within 48 hours of entering any VA building. The COVID testing policy applies to all visitors, volunteers, and contractors associated with this project. NAICS: 236220, Commercial and Institutional Building Construction Size Standard: $39.5 million This project will be procured as a Total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside and must be listed as verified in the Vendor Information Pages (VIP) database at https://www.vip.vetbiz.va.gov/. The VA will issue a Request for Proposal (RFP) on or about 5/18/2021 via Contract Opportunities at https://beta.sam.gov/. A site visit will be scheduled on or around 5/20/2021 at 1:00PM EST, and the date/time/location will be provided with the solicitation.
