Description

INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single Firm-Fixed-Price contract for the Design-Bid-Build EHRM Cerner Admin Space Construction Support project at the Jefferson Barracks VA Medical Center (VAMC) located at 1 Jefferson Barracks Drive, Saint Louis, MO 63125. PROJECT DESCRIPTION: Work includes but is not limited to: Existing Building 1 GW04 space will be renovated to support functions for 30 Cerner staff members. The overall space will consist of open cubical space, two conference rooms and a breakroom. This project is an interior renovation and abatement of 3,500 SF of existing space within the VA Health Care System, Jefferson Barracks division. The project will include lead abatement of painted walls and structure above ceiling. The project will include a small area of asbestos abatement of asbestos contaminated stucco on one wall of a stair shaft and the removal of asbestos containing mastic and tile. The project will include new resilient tile floor, paint and suspended ceiling. Demolition work for this project including removal of plumbing fixtures, water piping, fan coil unit and associated ductwork, exhaust fans, vault components, demountable partitions, and doors. Architectural work includes all labor, material, equipment, and supervision to perform the required architectural construction work including new flooring throughout the entire space, walls, and doors. This project includes repair and re-finish all walls, providing acoustic ceiling tile and grid throughout the space, and providing casework for sink. Electrical work includes all labor, materials, equipment and supervision to perform the required electrical work including providing power, installation of lights, removal of existing cabling back to data closet on the level above and reinstallation of low voltage cabling to new location on the same floor. Plumbing work includes all labor, material, equipment, and supervision to perform the required plumbing construction including the installation of a sink including piping back to water mains. Mechanical work includes labor, material, equipment, and supervision to perform required mechanical work for this project including removal of existing fan coil units and associated ductwork. ADMINISTRATIVE: The solicitation will be issued as a Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $39.5 million. The solicitation will be issued in early to mid-July of 2021. The period of performance is approximately 160 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $250,000 and $500,000. This notice is not a request for competitive offers.
