COMBO SYNOPSIS SOLICITATION FOR COMMERCIAL ITEMS 1.� Class Code: 66 2.� NAICS Code:� 334519 3.� Subject:� 180 Thin-film polyvinylidene fluoride (PVDF) stress/strain gauges package 4.� Solicitation Number: W911QX21Q0145 5.� Set-Aside Code: N/A 6.� Response Date: 16 June 2021 due via email to the Primary Point of Contact listed in the FedBizOpps.gov webpage for this combined synopsis-solicitation. 7.� Place of Delivery/Performance:� U.S. Army Research Laboratory ������������������������������ 6375 JOHNSON ROAD, BUILDING 321 ABERDEEN PROVING GROUND, MD 21005 8.������ (i)� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. INTENT TO SOLICIT ONLY ONE SOURCE The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i). The name of the company the Government intends to award a contract to is Dynasen, Inc., 20 Arnold Place, Goleta, CA 93117. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (ii)����� The solicitation number is W911QX21Q0145.� This acquisition is issued as a Request for Quote (RFQ).� � (iii)���� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021�05. (iv)����� The associated NAICS code is 334519.� The small business size standard is 500 employees. (v) ���� The following is a list of contract line item number(s) (CLIN) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 �180 - EACH Thin-film polyvinylidene fluoride (PVDF) stress/strain gauges � (vi)���� Description of requirements: The U.S. Army Research Laboratory (ARL) requires thin-film piezoelectric stress gauges for post-mortem human subject (PMHS) experiments for Research, Development, Test, and Evaluation (RDT&E) efforts in improving survivability capabilities. The goal of this research is to provide mechanism based and quantitative results to understand the human response to ballistic insults that will lead to advances in protection sciences and future Army capabilities. This research relies on combining in-situ stress histories with post-experiment injury classification by ARL researchers and medical panel reviewers to correlate helmet backface load to injury severity. Results from this research will enable technologies to substantially enhance Soldier Personal Protective Equipment (PPE) capabilities while increasing mobility, survivability, and overall combat effectiveness. The stress history data is also integral for validation of computational modelling efforts that enhance our understanding of these dynamic insults.� The Contractor shall include all parts, equipment, material, and delivery to the operating point of use. The Contractor shall provide one hundred and eighty (180) bi-directional piezoelectric stress gauges with strain compensation capabilities. The required delivery time for complete fulfillment is no more than 12 weeks After Receipt of Order (ARO). The delivery will be broken up into two partial shipments fulfilling one-half of the required items in each shipment, with the first no more than 8 weeks ARO. The delivery location shall be ARL, Aberdeen Proving Ground, Maryland, 21005. The required stress gauges to measure normal stresses from high-rate impact conditions shall meet the following salient characteristics: The gauges are to be no thicker than 0.001� with an element size no greater than 0.125� for minimal invasiveness and discrete stress measurements, respectively. The gauges are to be laminated with protective polymer material to protect the gauges from the environmental conditions inherent to PMHS testing. The gauges should be able to measure normal stresses in the range of 10-1,000 megapascals (MPa), or, 0.1-10 kbar. The gauges require the capability of bi-directional strain compensation. This should be achieved by layering the stress gauge with a bi-directional strain gauge. The gauges are required to have known voltage-stress calibrations and shipped with each gauge. Each gauge will have connective leads a minimum of 3� from the gauge element. Gauge lead junctions will have cables soldered to them and protected with epoxy and heat-shrink. The cables will terminate in a BNC connections with a cable length of at least 6 feet. The stress gauges are required to capture sharp rises in stress, on the order of 100 nanoseconds to 50 microseconds. Power supplies for strain compensation gauges will also be supplied. (vii)��� Delivery is required by 12 weeks after receipt of order (ARO).��� ��Delivery shall be made to Aberdeen Proving Groung, MD 21005.� Acceptance shall be performed at APG,MD 21005.� The FOB point is APG,MD 21005.
