- Per Federal Acquisition Regulations (FAR) Part 5.102: Availability of Solicitations, this solicitation is ONLY a request for quote from Thurbsy Software Systems, Inc. This is a sole source requirement for the provision of software support for 45,000 copies of Thursby�s secure browser middle-ware enterprise license services for the United States Navy Reserves. This is not a request for quote from any other contractor other than Thursby Software Systems. The Fleet Logistics Center Norfolk (FLCN) Contracting Department, Philadelphia Office, intends to procure software support for 45,000 copies of Thursby�s secure browser middle-ware enterprise license (which it already owns), with associated PDF signing support, that is downloadable from various mobile application stores. In support of Ready-2-Serve, R2S, the browser software must be Federal Information Processing Standard (FIPS) publication 140-2 compliant and meet the requirements of the DoN CIO Acceptable Use of Department of the Navy (DON) Information Technology (IT). The secure R2S integrated mobile responsive web site requires DoD PKI 2-factor authentication from the mobile device. R2S users must have an approved U.S. DoD Common Access Card (CAC) reader and have a Navy Reserve Homeport user account to use the R2S application. The Navy Reserve mobile application, �Ready-2-Serve� (R2S) dramatically improves the capability to rapidly deliver Selected Reservists (SELRES) to the supported commander. R2S iterations will include broadcast, personnel administration, information, and messaging and location services. The automated functions within the mobile application will increase efficiency, effectiveness, and auditability throughout duty and pay processes. R2S enables SELRES to complete the entire process of requesting orders, coordinating travel, and submitting post-duty reimbursement requests. The continued need for secure, mobile access to Navy IT systems is critical to the flexible and responsive nature of Reserve service. SELRES Sailors must be able to respond and coordinate, on a moment�s notice, when and where the Navy needs them. The scope of this effort is to provide IT support services for 45,000 copies of a modified secure browser middle-ware enterprise license version of the Thursby SubRosa mobile device browser, with associated PDF signing, to run on both Apple iOS and the standard Android release. Since the specific application support being procured is a modified version of the PKard to make it specific to the Navy Reserves Ready-2-Serve website, Thursby�s resellers do not have authority to provide support to this product which can only be acquired directly from Identiv/ Thursby Software Systems.The period of performance for the instant requirement shall encompass a twelve month base period plus two (2), one (1) year options. The statutory authority permitting other than full and open competition is section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a), a sole source acquisition under the authority of the test program for certain commercial items. Interested offerors may identify their interest and capability to respond to the requirement or submit a capability statement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS code is 511210.
