- Sources Sought The U. S. Geological Survey (USGS) is conducting market research to determine the availability of qualified businesses capable of providing statistical analyses as described in the attached Statement of Work. This sources sought announcement is not a request for quote or proposal and the Government is not committed to award of a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice. The North American Industry Classification System (NAICS) code - 541690, Other Scientific & Technical Consulting Services and associated revenue standard $16.5M apply to this announcement. All responsible sources may submit capabilities statement detailing the ability of their service to meet the Statement of Work included in this announcement. Responses to this announcement shall only be accepted through electronic mail addressed to dallan-loucks@usgs.gov and must be uploaded and received in their entirety no later than 06/16/2021 1500 ES. Responses submitted by hardcopy shall not be accepted or considered. Statement of Work: The USGS has been working to collect information on drought based on remote sensing, ground-based observations, and modeling to produce time series of responses from many locations within a given watershed. Services requested will involve detailed statistical analysis to provide a more integrated understanding of how different components of hydrological and ecological systems within a watershed respond to drought over time and across locations TECHNICAL REQUIREMENTS: Required services will include an initial phase to provide a description of the spatial and temporal nature of each hydrologic and ecological response to climate variability and drought. Specifically, this analysis will include assessments of temporal synchrony, spatial coherence, and space-time dependencies across multiple responses to hydrologic drought. The contractor will discuss a range of alternative statistical analyses to address these needs with USGS before a final set of analyses is identified. This initial phase may be followed by one or two option years to conduct follow-on analyses. Option years are dependent on results from the initial phase of analyses, and available funding. The contractor's compliance will be ensured or measured through regular meetings scheduled to track progress. DELIVERABLES: The contractor will provide 1) the original dataset as organized to conduct analyses, 2) description of methods and results of model predictions, parameter estimates or other findings related to agreed-upon statistical analyses, 3) graphical summaries of results in a form suitable for publication in a scientific report or journal.
