- PLEASE SEE THE ATTACHED REQUEST FOR INFORMATION DOCUMENT (Attachment 1: Request for Information). THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for information and planning purposes only. In accordance with Part 10 of the Federal Acquisition Regulation, the Government is conducting market research to determine the availability and adequacy of potential business sources in transforming software development culture and practices as identified below. This Request for Information (RFI) does not constitute a solicitation for bids or proposals, and it is not to be construed as a commitment by the Government. The information herein is subject to change, and in no way binds the Government to solicit for or award a competitive contract. Proprietary information will be accepted and handled appropriately. Responders should indicate which portions of their responses are proprietary and should mark them accordingly. The Government is not obligated to, and will not, reimburse the contractor for any costs associated with preparing or submitting a response to this notice, and submittals will not be returned to the sender. This RFI is from the Air Force Life Cycle Management Center (AFLCMC),Mobility and Training Aircraft Directorate (MATAC), C-130 Program Office located at 2725 D Street, WPAFB, Ohio, 45433. The Air Force Life Cycle Management Center Air Mobility Command, is conducting market research to assess viable contractors capable of providing a cloud-native agile software development platform plan on how to transition legacy C-130 software to a DevSecOps infrastructure. The plan shall address how to implement a digital enterprise strategy on the C-130 platform. AFLCMC is seeking two companies to partner together, as well as, partnering with aircraft prime Lockheed Martin to develop a consolidated recommendation strategy that would include the proposed cost and schedule to implement. After completion of study, a follow on contract will be awarded to implement study results. Various modernization and sustainment efforts seek to leverage the advantages of the agile software development practices, and cloud-native development environment resulting in iterative software deployment. The end goal is to establish a lean, user-centered approach that will ultimately redefine how capability is delivered to the warfighter while meeting all regulatory testing and cybersecurity requirements. Many contractors have worked with the Government on so-called agile software development projects but have in actuality practiced water-scrum-fall. This effort seeks to avoid the pitfalls of up-front waterfall requirements processes and backend waterfall test and delivery processes, and move the Program Office and its contractors to a true agile culture using cloud-native tools.�C130 program office is anticipating the release of a request for proposal to acquire these services in the 2nd Quarter of calendar year 2021. 23FEB21 Update: Uploaded questions and answers received prior to 23FEB21. Notice to interested parties: this opportunity is intended for both C-130J and C-130H aircraft. 05MAR21 Update: RFI response period has been extended until 1600, 15 March 2021. Attachment 1 has been updated to reflect the new response date. 09MAR21 Update: Uploaded an updated copy of questions and answers. Some questions were omitted to avoid redundancy. Interested parties that have already submitted a response to the RFI are welcome to submit an updated response prior to the deadline in order�to take into account the questions and answers herein.� 09JUN21 Update: This opportunity has been reactivated to provide notice to all interested parties that the US Government (USG) is in the process of actively developing a request for proposal (RFP). There is no estimated date of release for the RFP at this time. The USG intends to leverage the Platform One Basic Ordering Agreement (BOA) for this effort.
