Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. This notices does not constitute a commitment by the Government.� All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.� The Michigan Army National Guard (MIARNG) is searching for businesses who can provide MegaCity Training 3-5 August 2021 in New York City, NY. The responses received will be utilized as market research to determine if there exists enough entities to set the procurement aside for small business.� All businesses are encouraged to respond by filling out the attached Source Sought Request Form.�� If sufficient response is not received from small business entities, procurement solicitation will be issued on an unrestricted basis without further notification.�Responses to this sources sought are not quotes on which the MIARNG can issue any contract.� This sources sought is issued for information and planning purposes only and does not itself constitute a RFQ. Do not submit pricing information in response to this sources sought.� Please send responses with the subject heading ""MEGACITY TRAINING Sources Sought"" to Shellawn M. Hickling, Purchasing & Contracting, MIARNG email address: shellawn.m.hickling.civ@mail.mil.�Attach �the completed �Sources Sought Request Form.� The PWS will be provided when the solicitation is issued. Sources Sought Request form due� no later than noon 14 June 2021. Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to provide a venue for Chemical, Biological, Radiological Nuclear tasks in support of Command and Control CBRN Response Element (C2CRE-B) validation Services. Objectives: This training and exercise is designed to learn Tactics, Techniques and Procedure (TTPs) of emergency response organizations that are likely to respond to a catastrophic terrorist event within New York City, and to integrate with those state and federal agencies that will provide command and control infrastructures. Property: The Government will not furnish the necessary workspace for the contractor to perform services�to include desk space, telephones, computers and other items necessary to maintain an office environment. Contractor Furnished Property, Materials, and Equipment (CFP/M/E): Contractor shall provide all materials, equipment, and supplies required to perform the services described. Provide services for consequence management training and conducting operations in a simulated CBRNE environment. Training lanes will consist of the following, Chemical agent, Search and extraction, and Breaching and Breaking. Provide a venue and training to conduct monitor and survey operations within a simulated release of live-agent Toxic Industrial Chemical/Materials (TIC/TIM) in multi-story cement and/or steel structures. Training will include a training aid that will allow Soldiers to locate and presumptively identify a safe TIC/TIM that will cause testing equipment to give indication of the chemical�s presence. Provide training through lecture, demonstration and practical application for wide area search, sectoring, and search markings. C2CRE-B uses standard FEMA markings. Provide training for search and rescue operations in multi-story, cement and/or steel structures. Training shall include but not limited to best practices for sectoring, communication, and search in a multi-story complex. Provide non-ambulatory mannequin causalities that present a variety of injuries which may include bleeding, fractures, and burns (fire and chemical) to allow for hot zone triage, packaging, and extraction of chemically contaminated casualties. BREACHING AND BREAKING. Provide training in breaching and breaking techniques in order to rescue trapped casualties. The Contractor shall provide exercise training support in the areas of scenario development and execution. This training will include the participation of the Contractor as exercise developers and observers. This exercise shall be plausible and realistic with minimal exercise controls vs. realistic response requirements. The Contractor shall participate in producing and reviewing exercise processes and procedures, ensuring all outstanding issues have been identified and resolved prior to the start of the exercise: review scenario, confirm logistics and administrative requirements and determine outstanding Request For Information (RFI)/issues left unresolved or unanswered.
