The US Army Corps of Engineers (USACE), Sacramento District (SPK) is seeking sources for ATS Acoustic Telemetry Equipment. CONTRACTING OFFICE ADDRESS:� USACE-SPK, Services & Supply Section, Contracting Division 1325 J STREET, Room 878 SACRAMENTO, CA� 95814-2922 INTRODUCTION: This is a SOURCES SOUGHT ANNOUNCEMENT to determine the availability and technical capability of small businesses (including the following subsets, Small Disadvantaged Businesses, �Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman Owned Small Businesses) and large businesses to provide the required products. The USACE-SPK is seeking information for potential sources to provide Advanced Telemetry Systems (ATS) Acoustic Telemetry equipment for monitoring fish movements. � The equipment to be purchased is as follows: - Battery Pack, 12 D Cell (40 ea). - Acoustic Transmitter, Gen IV (50 ea) *BRAND NAME ONLY* DISCLAIMER: THIS SOURCES SOUGHT ANNOUNCEMENT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SOURCES SOUGHT ANNOUNCEMENT IS STRICTLY VOLUNTARY. REQUIRED CAPABILITIES: 1)�������� Acoustic Receivers must be autonomous, battery-operated and capable of receiving signals at 416.67 khz.� a.�������� Due to the deployment environment and mount structure, the dimensions should not exceed 30 inches long and 6 inches diameter.� b.�������� They also should have a minimum of 2 gigabytes of memory storage either integrated or on removable media.� c.�������� The receiver batteries must be able to be quickly exchanged in order to minimize down time in the study to only a few minutes. 2)�������� Acoustic receivers must also be able to integrate seamlessly with other ATS SR3000 receivers as part of an array.� This integration must provide equivalent reception capability and other performance must be equivalent, such as false detection rates, battery performance, and operational software.� These requirements are necessary to meet deployment challenges in very dynamic physical and acoustic environments. The study must also be able to adapt monitoring plan due to environmental challenges that may require last minute adaptation. Consistent equipment performance standards help reduce variability and uncertainty of results.� This is particularly important for 2-dimensional arrays where deployment distance is critical and successful positioning requires consistency of acoustic reception range capability. 3)�������� Acoustic receivers should be positively buoyant.� While buoyancy can be adjusted with external float systems, a positively buoyant receiver will assist during deployment by helping maintain orientation and in keeping the receiver off the bottom. Positive buoyancy may also assist in recovery efforts.� 4)�������� Acoustic receivers must incorporate appropriate technology for downloading data quickly under difficult environmental conditions. Data retrieval and processing should be compatible with the ATS SR3000 acoustic receiver system due to integration with existing ATS receivers and processing of data for 2-dimensional positioning. SOURCES SOUGHT: The North American Industry Classification System Code (NAICS) for this requirement is 334511 (https://www.naics.com/search/), with the corresponding size standard of 1,250 employees (https://www.sba.gov/document/support--table-size-standards).� To assist USACE-SPK in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering.� Please outline how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.� Responses must demonstrate the company�s ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). � SUBMISSION DETAILS: Responses should include: Business name and address; Name of company representative and their business title; Type of Small Business; CAGE Code; Your contract vehicles that would be available to the Government for the procurement of the product and/or service, to include CHESS, NASA SEWP, General Service Administration (GSA): OASIS, ALLIANT II, VETS, STARS II, Federal Supply Schedules (FSS) (including applicable SIN(s)), or any other Government Agency contract vehicle that allows for decentralized ordering.� (This information is for market research only and does not preclude your company from responding to this notice.)
