The Government is not obligated to and will not pay for information received because of this announcement. ** This is a Sources Sought notice to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement for Teleconference System and installation. The NAICS code is 334290 with a size standard of 750 employees. The purpose of this notice is to conduct market research and obtain information from qualified businesses. The responses to this announcement will assist in determining the socio-economic set aside if feasible. VA is required by Public Law 109-461 to give first priority to SDVOSB and VOSB concerns if there should be sufficient firms available to compete under a set aside. Project Scope: Video Conferencing System Additions to an existing customer s multi-media Windows PC and existing single monitor via single HDMI connection (Monitor is a Samsung Model: UN75ru7100FXZA). System sessions will occur via Microsoft Teams or Zoom session from the existing PC by users, laptop HDMI port connections throughout the conference room in 4 location. Additions will include: ceiling microphones for full room coverage. Ceiling speakers, amplifier and controller and consul will be installed. 1 PTZ camera will be added from the ceiling in front of the door on the shared wall where the monitor is mounted. This cameras functions will be available via remote control unit, and control for clear viewing of the individual speaking or for autofocusing on 1 of multiple white boards on 2 walls opposite door and monitor wall. Control of the A/V additions hardware/software pc application integration via device drivers. AV control will be available for laptop auto - HDMI port selection through the room. A Control console controller will be mounted via front wall. All wiring and equipment added will be within the room for HDMI integration to existing equipment. Low profile AV rack will be installed on a wall within the room. (Audio only telephone conferencing will be handle in-house phone system on separate network from room s A/V conference addition. Bluetooth and wireless option will not be included in this installation. Customer is responsible for all VA network devices, and associated application loaded via customer laptops. *VideoConferencing System for Soft Codecs (Will utilize the existing in room PC)* STATEMENT OF WORK Install Video Cameras/Audio Systems for A160 and B239d Conference Rooms SCOPE: The contractor shall provide all labor, travel, material, software, supervision and administration necessary to install interactive cameras and audio equipment in conference rooms A160 and B239d. PRINCIPAL FEATURES: Integrate with each area s existing Samsung Smart TV and Windows computer workstation via a single HDMI connection an audio-visual system. The system shall consist of laptop HDMI post connections in 4 locations, ceiling microphones, ceiling speakers, amplifier and controller, 1 PTZ camera, control console controller, and a low-profile AV rack. Wiring troughs/conduits shall be sued for all wire runs. A licensed electrician shall install all electrical wiring if needed. AC wall outlets shall be used to operate all devices. All wiring will meet national fire protection codes. Installation includes all wiring, cabling, and control connections necessary t for a complete usable video projection/audio system Following is a list of required electronic audio/video equipment devices. Part numbers listed are for information only. Contractor shall provide manufactures data/specs on all equal to equipment/devices in list of equipment. Price includes all factory warranties, on-site service warranty for one full year from date of installation, and insurance will be provided. Installation will be completed no later than 45 days from contract award notification. Training for operation for equipment will be provided to two staff. These staff will provide training to other staff as needed. Standard instruction manuals will be provided for on-site use. CONTRACTOR RESPONSIBILITES: Contractor shall become familiar with the work and verify all field measurements for work to be accomplished to include surface measurements, material required, and other necessary components/accessories or equipment to provide a complete and operational video projection system. Contractor shall coordinate all operations with the Assistant Chief or OI&T and the contract administrator. Contractor shall continuously maintain a safe working area. All debris shall be removed from the work site on a continual and daily basis, and at project completion. Contractor shall complete installation within one month of onset of work. This will allow for 2 weeks in each conference room to complete needed installation. Contractor will complete work between 8:00a and 4:30p and will be escorted by a staff member from the Director s Office or OI&T. COMPLETION OF WORK: Work will be complete once the system has been demonstrated, two staff members trained, and all systems are functioning as expected for one week. Contractor will provide warranty information and specify any technical support available after installation. RESPONSE CONSIDERATIONS: All information submitted is subject to verification. Identify whether this requirement can be completed entirely under a GSA FSS delivery/task order, NASA-SEWP, other contract vehicle, or Open Market. Provide current and active FSS or NASA-SEWP, or other contract number. Each response shall be reviewed by the Contracting Officer/Specialist for determining whether there exists reasonable expectation of obtaining enough offers from responsible small businesses that are competitive in terms of product offering, market prices, quality, and delivery. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award and must submit a current authorized distributor letter from the manufacturer. If no responses are received from potentially responsible sources, Memphis VAMC and its supporting contracting office NCO-9 - under FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis or sole source basis. All Service-Disabled Veteran Owned and Veteran Owned Small Businesses must submit a self-certifying statement that their company meets all criteria established IAW 13 CFR 121.406(b)(1)(i) through (b)(1)(iii) thus demonstrating compliance with the Non-Manufacturer Rule.
