Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY; a market survey for information only, to be used for preliminary planning purposes.� This is not a solicitation for proposals and no contract will be awarded from this sources sought; therefore, no proposals are required at this time. No reimbursement will be made for any costs associated with providing information in response to this sources sought or any follow-up information requests. Respondents will not be notified of the results of the sources sought or resulting market research. The U.S. Army Corps of Engineers, Fort Worth District has been tasked to solicit for and� award a project for vertical construction services to construct a New Health Care Center for the Department of Veterans Affairs (DVA) Office of Construction and Facility Management (CFM). The proposed project is planned as a Design-Build (DB) contract.� The purpose of this sources sought is to gain knowledge of interest, capabilities and qualifications from industry, to include the small business community. The Government must ensure there is adequate competition of responsible firms.� Small businesses are highly encouraged to participate. Small businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting. Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. Large businesses must comply with the FAR 52.219-9 by submitting a Small Business Subcontracting Plan should this action be solicited as Full and Open Competition and an award is made to a large business firm. All construction performance must be in compliance with the USACE Safety and Health Requirements Manual, (EM 385-1-1, and must also comply with all Federal, State and local laws, ordinances, codes and/or regulations.� The North American Industry Classification System (NAICS) code for this procurement is 236220, Commercial and Institutional Building Construction, which has a small business size standard of $39.5M. PROJECT DESCRIPTION: Construct a new outpatient Health Care Center ($500 million and will have a period of performance of approximately 1,530 days.� The El Paso VA New Health Care Center project is still under development, so these estimates may change.� Prior Government contract work is not required for submitting a response under this sources sought. Responses to this sources sought shall include the following information: a) The completed response excel form (included as an attachment to this sources sought) b) Responses to the following information, limited to five (5) pages, Arial or Times New Roman, minimum size 11 font, 0.5 inch margins. Does your firm have specific concerns with a DB approach that would impact your decision to submit a proposal? What are some best practices from your firm�s perspective that would help the Government prepare a successful DB procurement? What is a reasonable expectation for proposal duration to submit a concept design in the second phase for a project of this magnitude?� Use the concept design submission requirements listed in PG 18-15 � A/E Submission Requirements located at https://www.cfm.va.gov/til/aeDesSubReq.asp as a guide to make this determination. Are there any specific issues/concerns with the project site/locality and/or labor availability (with possible solutions)? What is the projected maximum monthly placement (work in place (WIP)) anticipated? What if authorized extended and/or double shifts? Provide your feedback (achievability, obstacles, etc.) on a period of performance of 48 months and a period of 36 months for design and construction. How would you recommend VA integrate facility activation and Initial Outfitting & Transition (IO&T) into the design and construction contract? Could off-site prefabrication of modular components increase speed-to-market and control cost growth in delivery of this project? Provide any suggestions to expedite delivery to achieve the VA goal of speed-to-market.
