Description
This notice is for Solicitation Number 36C24221Q0895 - Project Number 632-21-122 - Electrical Power Study for New Laboratory Equipment at Northport VA Medical Center. This shall be a Service-Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result, all SDVOSB's may submit an offer, which will be considered by the agency. This project is classified under NAICS Code 238210 and has a size standard of $16.5 Million. The cost estimate range for this project is between $100,000 and $250,000. Scope of Work: This project requires evaluation of existing electrical system through investigative services and establish power source(s) for both new and existing Lab equipment installation. Scope of work includes but is not limited to the following: Perform an Electrical Load Study on all electrical panels associated with the Lab; five (5) panelboards inside the Lab as per NFPA 70 requirement. Investigate and confirm existing electrical loads within each panelboard. Trace and identify all branch circuits for all five (5) panelboards. All these works involved has to be performed by Licensed Electrical Contractor with minimum of 5 years field experience. Investigative field work is to occur on and off-hours without disturbing existing equipment in active 24/7 operation of the Lab. Lab operations are not to be interrupted during field work. Contractor will carefully coordinate with Laboratory Manager any scheduled/approved circuit outages in advance of any work that would affect Lab operations. Provide all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, VA Safety Requirement and NFPA 70E. All work performance shall comply with VA specifications Section 01 00 00 General Requirement and Section 01 35 26 Safety Requirements on PG-18-1 on https://www.cfm.va.gov/til/ Prior to initiating work, Contractor shall provide documentation that all instruments and test equipment, have current calibration. Dated calibration labels shall be visible on all instruments, and test equipment. Provide an updated printed schedule of circuits in each panelboard. Schedules shall reflect final load descriptions, room name/numbers/specific equipment connected to each circuit breaker. Schedules shall be printed on panelboard directory cards and be installed in the appropriate panelboards. In addition, an electronic copy of each panelboard s circuit information and loads will be provided as a deliverable. Contractor shall visit the facility and familiarize themselves with the areas of work before submitting an offer. Project Completion: Fifty-Six (56) Calendar Days from the Notice-to-Proceed date. Note: This procurement does NOT involve the production or delivery of signed and sealed drawings. All other details and information, including drawings and specification shall be contained in the solicitation which shall be posted on https://beta.sam.gov. The solicitation will be released on or about 06/04/2021. The response submittal address, date and time will be included in the solicitation. All prospective offerors must be currently registered in www.sam.gov and be registered and verified as a SDVOSB in www.vip.vetbiz.gov at the time of offer submission and before award of this procurement.
