Description
The Department of Homeland Security/Federal Emergency Management Agency/U.S.� Fire Administration (DHS/FEMA/USFA) intends to negotiate and award a contract on a sole source basis (IAW FAR 6.302-1(a)(2)) with the International Association of Fire Chiefs (IAFC) 4795 Meadow Wood Lane, Suite 100 Chantilly, VA 20151. Section 21(e) of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2218(e) as amended Oct. 8, 2008 provides a statutory charge to the USFA in regard to Emergency Medical Services (EMS) coordination. �Specifically the law states: �Coordination of Emergency Medical Service Programs-The Administrator shall provide liaison at an appropriate organizational level to assure coordination of the activities of the Administrator related to emergency medical services provided by fire service-based systems with Federal, State, and local government agencies and departments and nongovernmental organizations so concerned, as well as those entities concerned with emergency medical services generally.�� EMS is the leading response by the American fire service - USFA�s National Fire Incident Reporting System (NFIRS) reports that EMS is over 64 percent of incidents.� EMS Medical Direction is key in the success of an effective EMS system. The objective of this project is for the IAFC to update the existing the 2012 USFA EMS Handbook for Emergency Medical Services (EMS) Medical Directors as well as the International Association of Fire Chiefs (IAFC) EMS Medical Director's online training program currently available on the IAFC�s web site. The IAFC is uniquely qualified to complete this work having developed the original 2012 USFA Handbook for EMS Medical Directors as well as the IAFC EMS Medical Director�s on-line training program hosted on the IAFC website. �This information is a valuable resource for EMS Medical Directors who serve to support local level EMS in providing oversight, training, protocol development, etc. in some cases without the ability to be provided education on this role and responsibility.� There is a continuing need and the original information released in 2012 needs to be updated.� The updated Handbook for EMS Medical Directors and EMS Medical Director�s online training program �will provide up to date information to fire departments and other EMS agencies. EMS Medical Direction for this project shall include all levels of emergency medical care from basic to advanced life support and the updated handbook will thoroughly discuss and cover the following topics � training, certification, personnel selection, personnel management, quality assurance, protocol development, collective bargaining impacts, management of volunteers, continuing medical education, resource deployment, medical care delivery, equipment and technology, special operations, mass casualty management, billing issues, liability, EMS provider health and safety, and other applicable areas. The IAFC is uniquely positioned to meet the requirements of Section 21(e) of the Federal Fire Prevention and Control Act of 1974 (15 U.S.C. 2218(e) as amended. The IAFC has a long history of performing successful complex fire service projects and studies for both the USFA and the fire service in general.� The organizational and staff history of the IAFC will benefit this project.� Founded in 1873, the IAFC and their staff have experience and credibility among the U.S. fire service with 145-year history of serving the needs of the fire service, not just in the U.S. but internationally as well.� The IAFC is recognized nationally and internationally as a focal point of expertise in numerous areas for the fire service, and their website is well known and utilized among the fire and emergency services community to access information on numerous fire service topics. � IAFC has the existing capabilities to deliver outreach, information, and training targeted toward EMS Medical Community, government organizations and the fire and EMS services, including both career and volunteer, federal and local partners, including outreach at national level conferences and workshops.� They also possess expertise in conducting complex studies at the national level and are capable of promoting and providing national level leadership education and training.� IAFC serves as the voice and advocate for fire service leadership in the national arena and provide tools, resources, and programs for all types of fire and EMS departments and responders; including both career and volunteer.� It is the government�s intention to issue a purchase order for a 22 month period of performance to complete the requirements of this action.� This notice is NOT a Request for quotation (RFQ) for competitive proposals and no solicitation document exists for this requirement.�� However, parties interested in responding to this notice shall submit a capabilities statement with technical data, sufficient to determine capability to perform this study.� All capability statements received by the closing of this intent to sole source notice will be considered by the Government.�� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.�� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.�� Submit capability statements (using PDF, MS Word, Excel attachments) to Jane Huwig-Leister, Contract Specialist at jane.huwig-leister@fema.dhs.gov.�� Statements are due not later than 11:00 a.m.� Eastern on August 4, 2020.�� No telephone calls will be accepted.
