Description
The U.S. Army Corps of Engineers (USACE), Coastal and Hydraulics Laboratoy (CHL) intends to negotiate and award a sole source contract to Oceanweather, Inc., 350 Bedford Street, Suite 404, Stamford, CT 06901-1742, for the development of wind and pressure fields for coastal storms along the U.S. Pacific coast. This work will be completed to support efforts for the computation of the coastal storm response over the entire U.S. Pacific coastline, computation of the aleatory and epistemic uncertainty of storm response, full documentation of methods and results, and management of the data and distribution of results through a public web site called the Coastal Hazards System (CHS). The wind and pressure fields to be acquired are an essential requirement for the completion of the project, which is part of the Engineer Research and Development Center�s (ERDC) on-going efforts to quantify coastal hazards along the U.S. hurricane exposed coastlines. Oceanweather, Inc. is the only source who can meet the requirements. The wind/pressure fields required for the storm forcing needed for the quantification of coastal hazard response must be compatible in all aspects (form, fit, and function) with existing wind/pressure fields presently used in previous and ongoing JPM coastal hazard studies and used in USACE's Wave Information Study (WIS). Specific examples of previous and ongoing coastal hazard studies by the USACE are the 2015 North Atlantic Coast Comprehensive Study (NACCS) and the 2021 South Atlantic Coastal Study (SACS). The current effort requires the development and application of methodologies and products that match previous and ongoing efforts by the USACE in the quantification of coastal hazards along the U.S. tropical and extratropical cyclone exposed coast. The products and services sought here will be identically developed to those used for the NACCS and the SACS. All wind/pressure field specifications used in the NACCS and in the WIS have been developed by Oceanweather, Inc. Therefore, Oceanweather, Inc. is the only responsible source capable of providing the wind/pressure fields that can also be compatible and consistent with previous work.� The intent of this procurement is to award on a sole source basis as authorized by 41 United States Code 1901 as implemented in Federal Acquisition Regulation 13.501(a)(1)(ii), sole source (including brand name) under the authority of the simplified procedures for certain commercial items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Angela.D.Holcomb@usace.army.mil no later than 12:00 pm CST on 23 June 2021. �A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Information received will be considered solely for the purposed of determining whether to conduct a competitive procurement. �
