Description
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to Thermo Electron North America for a Maintenance Agreement/Service Unity Essential Support Plan Renewal for an Element XR Basic System (APG-MASS-SP) for the base period of performance of July 01,2021 � June 30, 2022, plus two, one-year option periods. This is considered a sole source to Thermo Electron because, to the best of the NETL�s knowledge, based on market research conducted Thermo Electron is the only known source that can provide this exact unity essential maintenance/service support plan. Thermo Electron North America LLC is a part of Thermo Fisher Scientific and they are the sole source equipment manufacturer and service provider for all Thermo Fisher Scientific spectrometers/instruments, parts, training, technical/field service support, and software. Thermo Electron is the only company that can provide annual preventative maintenance, has access to performance verified component parts, spare parts, software, technical support, upgrades, and engineering resources to maintain the original operating specifications for this Thermo Fisher Scientific instrument. Thermo Fisher Scientific Field Service Engineers (FSEs) are the only certified and factory trained engineers available to service the instrument. No known potential alternate sources exist which could satisfy NETL's requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 4:00 PM EDT on June 25, 2021. Responses must be submitted in writing to the purchasing agent, Lora Stumpf, via email at stumpf@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Overview�
