- NOTICE OF INTENT TO SOLE SOURCE The US Section International Boundary and Water Commission (USIBWC), Acquisition Division, located at 4191 North Mesa Street, El Paso, TX 79902 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government�s intent to execute a Sole Source Award under FAR Part 13 � Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 � Simplified Procedures for Certain Commercial Items. The intended Contractor is American Governor Company, 27 Richard Rd. Ivyland PA 18974-1512. The USIBWC Falcon Power Plant has a need for Program Logic Controllers (PLC�s) Training On Site for Generator�s Governor.� This Program Logic Controllers (PLC�s) Training is critical in maximizing the knowledge of the current Generator Governors. The Falcon Power Plant Operations of the Generators are a�critical component of the operations of the Power Plant is to be able to identify the equipment, association with the software, and the instruction on how to perform and maintain existing governors. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) for this requirement is 611420 Computer Training , with a corresponding small business standard of $12.0 Million. Product service code U006 � Education/Training � Vocational/Technical. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made based on unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. All inquiries and concerns must be addressed in writing via e-mail to Suzette Smith at suzette.smith@ibwc.gov with the following information referenced in the subject line, Request for Proposal (RFP) 20215201024 �PLC Training. A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested parties who are responsible, capable, certified to provide onsite training on� training equipment, associated software/program, computer equipment instruction, training supplies, transportation, tools, and materials to perform this on site training may identify their interest and may submit an offer or quotation which shall be considered by the agency no later than 2:00 PM Mountain Standard Time (MST) on June 24, 2021 to Suzette Smith at suzette.smith@ibwc.gov. The interested parties bear full responsibility to ensure complete transmission and timely receipt. SOW Synopsis The Contractor shall provide training personnel instructors, training equipment, associated software/program load it in the computer equipment, training supplies, transportation, tools, materials, supervision necessary to perform the work as defined in this Performance Work Statement except for those items specified as government furnished property and services. The objective is to provide Program Logic Controllers (PLC�s) Training Onsite for Falcon Power Plant employees to maximize knowledge of the current Generator Governors. The training shall include the following topics: Governor 101 (Power Point Presentation) Introduction to Programmable Logic Controllers (Power Point Presentation) PLC Field Devices (Power Point Presentation). Sequential Function Flow Chart (Power Point Presentation) Droop, Speed reference, and PID Control (Power Point Presentation) Hand On Training with Allen Bradley Software Downloading Current Governors Ladder Diagram Basic Troubleshooting Skills for Program and Software
