Announcement Number: NCNM6200-21-00514 Project Title: Plastic Debris � The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Norfolk, VA office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with The California Marine Sanctuary Foundation (CMSF), to provide consulting services that will compile and analyze a variety of marine debris data sets collected by various groups in the sanctuary region. Data sources will be quality assessed and integrated for analysis. A key component of this analysis will be characterizing the utility of the available debris data sources in order to inform future priorities for marine debris data collection and source control.The North American Industry Classification Code (NAICS) for this acquisition is 541620, Environmental Consulting Services, with a business size standard of $16.5 million. Sole Source Justification The California Marine Sanctuary Foundation (CMSF), specializes in providing the supplies or services required at the level of quality required because of the unique nature of the identified data sets.The requirements of this contract builds on years of work monitoring, analyzing and developing relationships with industry to reduce plastic pollution at its source.� Using another vendor would not efficiently apply that knowledge and expertise to compile the necessary data sets in a meaningful way.� Specifically the CMSF has experience monitoring both micro and macro plastic debris in both urban and agricultural landscapes on the Central Coast including data reporting and analysis.� No other potential awardee would be capable of providing the necessary data integration and analysis, without a significant effort by NOAA staff having to get a new vendor up to speed on the work needed for a successful outcome.� A best case would be a significant delay to the effort, and tax federal staff unnecessarily.� At worse, the effort would not continue and MBNMS would not be able to complete the analysis and make timely management decisions. Using CMSF, the federal investment of time would be limited.� It would also be challenging to find a vendor with the necessary expertise to determine important data requirements, data sets and statistical expertise to analyze the disparate data sets. To use another vendor would delay or result in loss of data integration and analysis, and statistical data sets. Special Notice This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.� However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to Randall.Chatfield@noaa.gov. �Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
