- Announcement Number: NC-NS1000-21-00570 Project Title: Mass Spectrometers � The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Norfolk, VA office, Simplified Acquisition Branch intends to negotiate on a sole source basis, under the statutory authority of FAR 13.106-1(b)(1)(i), with The California Marine Sanctuary Foundation (CMSF), to provide consulting services that will compile and analyze a variety of marine debris data sets collected by various groups in the sanctuary region. Data sources will be quality assessed and integrated for analysis. A key component of this analysis will be characterizing the utility of the available debris data sources in order to inform future priorities for marine debris data collection and source control.The North American Industry Classification Code (NAICS) for this acquisition is 811219, �Other Electronic and Precision Equipment Repair and Maintenance, with a business size standard of $22 million. Sole Source Justification The requested services are to provide full maintenance (including preventative maintenance) and emergency repair services for the three previously acquired AB SCIEX API 4000 (serial # S0480208), 4000 QTRAP (serial # U02280408), and Triple Quad 5500 (serial # BB22821109) mass spectrometers in support of research conducted by NOAA�s, National Ocean Service (NOS), National Centers for Coastal Ocean Science (NCCOS), Stressors Detection and Impacts Division. These three instruments are vital to the quantitative and qualitative analysis of samples for a variety of harmful algal toxins. Having these instruments operational and functional is an essential component for the fulfillment of analyses supporting the harmful algal bloom monitoring and reference branch. Only SCIEX Engineers are trained by SCIEX for the purposes of repair/preventative maintenance in the United States.� SCIEX does not authorize or certify third Service party service providers of their services in the United States. Software that controls the instrument is proprietary to SCIEX.� Service engineers must have full access to the manufacturer�s latest technical developments, repair procedures, software application updates, instrumental schematics and maintenance procedures.� The required services mus be able to be performed by service engineers that have evidence of both experience and current training knowledge and certifications on all equipment. Special Notice This special notice is not a solicitation for competitive quotes, nor will one be posted on Contract Opportunities.� However, if an interested party believes that it is capable of meeting the requirements and be in compliance with the above justification, they may submit substantiating documentation in writing within the open period of this notice.� Responses can be sent via e-mail to Randall.Chatfield@noaa.gov. �Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
