- This is a public notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 � Synopsis of Proposed Contract Actions. The Library of Congress, Contracts and Grants Directorate, intends to award a sole-source firm fixed price contract to Alertus Technologies, LLC. The Library of Congress (Library) requires contract support to obtain emergency alert beacons which will be installed in numerous locations throughout the LOC Capitol Campus Buildings (John Adams, James Madison, and Thomas Jefferson Buildings) in Washington, DC where neither building alarms nor the public address speakers are sufficiently audible to alert staff and visitors of building emergencies. These beacons must be fully compatible to interface with the emergency alert system. Building occupants in these areas may go completely unaware the building/s are in a state of emergency.�Additionally, there are numerous deaf staff working in the LC�s Capitol Campus Buildings in book stack areas where staff is minimal and the wifi and cellular coverage is insufficient for them to receive emergency alerts on their personal devices. The contractor shall deliver and implement the alarm/alert devices. The period of performance of the intended contract shall run for�a maximum of 3�months and is valued at an estimated amount below the simplified acquisition threshold but above the public notice threshold (defined as greater than $15,000 but less than $250,000) for the entire period of performance. The attached Statement of Work includes further details. This announcement constitute the only public notice, proposals are not being requested from other parties, and a written solicitation will not be issued. This public notice accomplishes the following: 1. Notice of the Library�s intent to sole source to Alertus; 2. Synopsizing the requirements in accordance with the FAR; and 3. Publically posting the approved Justification and Approval (J&A) to the public in advance of the contract award rather than after. As a result of this, a second posting of the J&A is not required after the award has been made, as the public posting of the J&A is being accomplished via this public notice.
