Description
The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a firm fixed-price construction contract through the sealed bidding process for the following:� The Fire Island inlet to Montauk Point (FIMP) Contract 1 project area extends from Tobay Beach to Robert Moses State Park along the Atlantic Coast of Suffolk County, Long Island, New York. The purpose of the FIMP project is to provide a systems approach for coastal storm risk management (CSRM) that balances the risks to human life and property, while maintaining and restoring the natural coastal processes and ecosystem integrity. Contract 1 includes the following features of the recommended plan: inlet sand bypassing, beach and dune fill on Atlantic shorefront, and coastal process features (CPF). Fire Island Inlet channel, deposition basin(s), and ebb shoal will be dredged, with a total placement volume of base plus options is approximately 1.78M CY. �There will be two CPFs in Contract 1. CPF1 Democrat Point West includes devegetating approximately 46 acres, and approximately 227,000 cy will be cut and regraded with 1%-3% slopes and elevations that promote nesting and foraging habitat. CPF2 Democrat Point East includes devegetating approximately 13 acres, and approximately 25,000 cy will be cut and regraded with 1%-3% slopes and elevations that promote nesting and foraging habitat. The proposed construction schedule is to start September 2021, and project cost is estimated between $25,000,000 and $100,000,000. The applicable North American Industry Classification System (NAICS) code is NAICS Code: 237 -- Heavy and Civil Engineering Construction/237990 -- Other Heavy and Civil Engineering Construction. �This procurement will be issued as 100% Unrestricted Full and Open Competition as 100% unrestricted with Hubzone price preference. The Magnitude of Construction Range is Between $25,000,000.00 to $100,000,000.00 Estimated project duration is 180 calendar days including optional items. Plans and Specs will be available on or about 30-June-2021 Bids will be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1630 26 Federal Plaza, New York, NY 10278. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Paper copies of this solicitation and amendments, if any, will not be available or issued. In accordance with DFARS 252.204-7007, all vendors who want access to the solicitation must be registered with System for Award Management (SAM), located at https://www.sam.gov/portal/public/SAM/ and in order to safeguard acquisition-related information for all Federal Agencies. Interested parties may download and print the solicitation at no charge from the SAM.Gov.� The Office of the Under Secretary of Defense (Acquisition Technology & Logistics (OUSD{AT&L}) A Guide to Collection & Use of Past Performance Information dated 2003 and FAR Part 36 requires the collection and use of past performance information (PPI) in acquiring best-value goods and services. FAR Subpart 36.3 and DFARS Subpart 236.2 mandate the use of Contract Performance Assessment Reporting System (CPARS) by all DoD agencies for construction contracts greater than or equal to $650,000 or more than $10,000 if the contract was terminated for default.
