Description

The Defense Human Resources Activity (DHRA) intends to negotiate award of a sole source contract to Leidos, Inc. under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements.�� The Government has an urgent need for software sustainment support services for the existing Defense Civilian Personnel Data System (DCPDS) until the system is migrated to the cloud-based Defense Civilian Human Resources Management System (DCHRMS).� DCPDS is a multifunction, web-based civilian Human Resources (HR) information management and transaction processing system.� The system supports over 800,000 civilian employee records (appropriated fund, non-appropriated fund, National Guard, and local nationals), and 1.5 million position records.� DCPDS is a global system that supports users around the world 24 hours a day, 7-days a week. �DCPDS uses a Commercial Off-The-Shelf (COTS) product (Oracle Federal HR), customized for the Federal and Defense environments, to provide personnel transaction processing. This notice is not a request for proposals. �However, interested parties may submit a capabilities statement for the Government�s consideration.� Information received may be used for market research purposes to identify potential sources.� Nevertheless, a determination not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.� Interested parties should provide details regarding capabilities in accordance with the instructions provided in the attachment.
