REQUEST FOR INFORMATION (RFI) FOR MARKET RESEARCH PURPOSES Special Operations Command, Chief of Staff (SOCS) - Special Operations Safety (SOSE) Motorcycle and Tactical Vehicle Safety Improvement Program (MATSIP) NOTICE: This notice is being issued for market research purposes only.� The information obtained as a result of this notice will be used to assist the Government in its acquisition strategy. This is a new requirement and a contract does not currently exist to provide the support described in this RFI. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide continued support of this USSOCOM Program. The information provided in the RFI is subject to change and is not binding to the Government. USSOCOM has not made a commitment to procure any of the services discussed, and release of this RFI should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought.� All submissions become Government property and will not be returned. This Request for Information (RFI) is for Market Research purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services.� In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No contract awards will be made from this notice and no solicitation is available at this time. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. Lack of response will dictate that interest does not exist. 1.0 DESCRIPTION OF REQUIRING ORGANIZATION. The HQ United States Special Operation Command (USSOCOM) Safety Directorate (SOSE) is responsible for overseeing Component and Theater Special Operations Command (TSOC) Safety programs. Department of Defense Instruction 6055.04 directs Combatant Commands to implement traffic safety programs. USSOCOM Directive 385-1 tasked SOSE to be responsible for the Command Motorcycle Safety Training and Education Program. 2.0 PURPOSE. The purpose of this task is to provide training and certification courses for Motorcycle Safety Foundation (MSF) certified Motorcycle and Dirt Bike RiderCoaches and RiderCoach Trainers; provide training and certification courses for All-Terrain Vehicle Safety Institute (ATVSI) certified All-Terrain Vehicle (ATV) Instructors and Chief Instructors; and, provide training and certification courses for Recreational Off-Highway Vehicle Association (ROHVA) certified DriverCoaches and DriverCoach Trainers. 3.0 SCOPE. The contractor will operate a Motorcycle and Tactical Vehicle Safety Improvement Program (MATSIP) for USSOCOM at locations world-wide. 4.0 REQUIRED SERVICES AND CAPABILITIES. 4.1 MSF Certification Courses. The contractor will provide the following MSF Motorcycle and Dirt Bike RiderCoach and RiderCoach Trainer, and Basic Bike Bonding Certification Courses. Certification cards and certificates will be provided to successful candidates at the conclusion of each MATSIP Motorcycle and Dirt Bike event. RiderCoach Preparation Course - CONUS RiderCoach Preparation Course - OCONUS RiderCoach Trainer Preparation Course - CONUS Military Sport Bike and/or Advanced Rider Course RiderCoach Certification Courses - CONUS Military Sport Bike and/or Advanced Rider Course RiderCoach Certification Courses - OCONUS Dirt Bike RiderCoach Preparation Course - CONUS Dirt Bike RiderCoach Trainer Preparation Course - CONUS Basic Bike Bonding Certification Course � CONUS 4.2 ATVSI Certification Course. The contractor will provide the following ATVSI Instructor and Chief Instructor Certification Courses. Certification cards and certificates will be provided to successful candidates at the conclusion of each MATSIP ATV event. ATV Instructor Course � CONUS ATV Instructor Course � OCONUS ATV Chief Instructor Course � CONUS 4.3 ROHVA Certification Course. The contractor will provide the following ROHVA DriverCoach and DriverCoach Trainer Certification Courses. Certification cards and certificates will be provided to successful candidates at the conclusion of each MATSIP ROHVA event. ROHVA DriverCoach Course � CONUS ROHVA DriverCoach Course � OCONUS ROHVA DriverCoach Trainer Preparation Course - CONUS 4.4 Location(s) of Required Work and Travel. �Various CONUS and OCONUS non-hazardous locations. Travel is required to multiple Special Operations Forces (SOF) locations world-wide, including: a. Eglin Air Force Base/Duke Field, Florida (USA) b. Fort Bragg, North Carolina (USA) c. Naval Air Station Coronado, California (USA) d. MacDill Air Force Base, Florida (USA) e. Fort Campbell, Kentucky (USA) f. Fort Carson, Colorado (USA) g. Fort Lewis, Washington (USA) h. Stuttgart Army Air Field/Panzer Kaserne, Stuttgart (GE) i. Royal Air Force Mildenhall, England (GB) j. Camp Lejeune, North Carolina (USA) k. Homestead ARB, Florida (USA) l. Hurlburt Field, Florida (USA) m. Hickam Air Force Base/Camp Smith, Hawaii (USA) 4.5 Anticipated Period of Performance. Projected award date will be in early 2022 with an anticipated start date of 1 JUN 2022 for a base period of one year and four option years. 4.6 Anticipated Deliverables. Monthly reports as well as after-action reports after each training event. 4.7 Government Furnished Property/Space. The Government will provide vehicles and Personal Protective Equipment (PPE) will be available on-site for all course attendees for all courses. The Government will provide classroom space, audio visual media equipment, and/or computers as required, as well as a training range for practical exercises for each training event. 4.8 Security Requirements. All courses are unclassified, there are no security requirements for contractor personnel supporting this contract. 5.0 RFI INSTRUCTIONS. USSOCOM is requesting that industry submit a 6 (six)-page (maximum) response which will demonstrate the vendor�s ability to provide the support identified in Section 4.0 to USSOCOM SOCS-SOSE MATSIP. Each submission should address the offerors interest and ability to provide the capabilities listed below in Section 5.1 as well as answer the questions in Section 5.2. 5.1 Capabilities. MSF course administration ATVSI course administration ROHVA course administration 5.2 Questions. What experience does the Contractor have in administering the courses listed in section 4.0? Does the contractor currently administer any or all of the subject courses to DoD entities? If so, what entities? Does the contractor currently administer any or all of the subject courses to non-DoD entities? If so, what entities? What support exists for contractor personnel traveling to OCONUS locations? What, if any, program management/reach back support exists to manage and track multiple courses simultaneously at worldwide locations. 6.0 CONTRACTING OFFICE INFORMATION.
