10 JUN 2021 UPDATE: The purpose of this update is to post Amendment 0002 for the March BOS OFFICIAL RFP. In addition to Amendment 0002, a Summary of Changes for the PWS is also being posted with this update. The existing Q&A period is extended with a hard close date of 16 Jun 2021 2:00PM EDT, and the firm proposal due date is hereby extended to 7 Jul 2021 12:00PM EDT. /// Add'l 1 JUN 2021 UPDATE: Edited post�to add correct versions of PWS and summary of changes page.� 1 JUN�2021 UPDATE The purpose of this update is to post Amendment 0001 for the March BOS OFFICIAL RFP.� Note that there are many updated RFP attachments included in this posting.��In addition to�Amendment 0001, a Summary of Changes for the PWS is also being posted with this�update. (Note: The post-site visit Q&A is still in work.) Continue to monitor beta.SAM.gov for updates to this posting. 5 Apr 21 UPDATE: Revised travel information for the March ARB site visit is provided below. ****The travel information contained herein is provided as a courtesy, and may change as the COVID-19 situation continues to evolve. It is incumbent upon�participants�to confirm real-time CDC, state, and local guidelines and/or restrictions prior to attending the 21 April 2021 site visit.**** Per the CDC and the State of California regarding domestic travel within the U.S. as of 2 APR 2021 states the following (in summary): If individuals are fully vaccinated, there is no requirement to test before or after travel, unless the individual develops symptoms related to a COVID-19 infection.� Individuals should be briefed on COVID-19 symptoms prior to travel.� Individuals are not considered �fully vaccinated� until 14 days have transpired after their 2nd dose of vaccine has been administered (Pfizer or Moderna).� Please bring your immunization card with you as proof you are fully vaccinated prior to entering March ARB. For unvaccinated individuals conducting essential travel: Perform a viral test 1-3 days (within 72 hours) before departure flight to CA, and please have the test results ready as proof of testing. If positive, the individual should not fly and should follow their Employer�s COVID-19 Workplace Guidance. If the viral test is negative, the individual can continue with flight to CA, following CDC guidance for travel. If the individual plans on staying in CA over 3 days, they should follow the CDC�s guidance and obtain another viral test. Quarantine is not required, in CA, for essential travel, unless the individual comes into contact with a confirmed COVID-19 positive individual, while traveling to CA or during their stay here in CA. Individuals are also required to follow CDC guidance during travel (i.e. wearing a mask, handwashing, using proper distancing, avoiding crowds, etc.). 24 Mar 21 UPDATE: A pre-proposal conference/site visit will be conducted at March ARB, CA on 21 April 2021. Participants will meet at 0900 PDT at the Visitor Control Center (VCC), March ARB. �The VCC is outside the Main Gate to the installation.� Requests for attendance must be forwarded to Jon Aaron, Contracting Officer, at jon.aaron@us.af.mil, with a courtesy copy to katherine.whelchel@us.af.mil, no later than 1700 PDT 14 April 2021. Attendees are limited to maximum one (1) person per Offeror. ****The travel information contained herein is provided as a courtesy, and may change as the COVID-19 situation continues to evolve. It is incumbent upon�participants�to confirm real-time CDC, state, and local guidelines and/or restrictions prior to attending the 21 April 2021 site visit.**** March ARB follows CDC guidelines, requires wearing of masks on the installation, and appropriate social distancing. Participants are required to wear a mask while attending the site visit. If a proper face mask is not used, the individual may not be allowed to participate in the site visit to the full extent. Additional COVID-19 related information is as follows: -������������� Out-of-the-area travel is authorized due to essential travel requirements, and March ARB does not have any travel restrictions at this time; -������������� Self-quarantine is not required, but recommended, per the CDC and the State of California guidance if you are traveling to Southern California (120 miles or greater from March ARB); -������������� Certain CDC requirements must be adhered to as follows: o������������ Don�t travel if you have been in close contact with COVID-19-positive individuals, o������������ Don�t travel if you have COVID-19-like symptoms, o������������ Don�t travel if you are awaiting COVID-19 test results, or o������������ Don�t travel if you are positive with COVID-19; -������������� COVID-19 vaccination is not required, but recommended, per the CDC; however -������������� COVID testing within 72 hours of boarding a flight is required, per CDC travel requirements. ***Paperwork must be brought to the base showing a negative test result.*** All questions regarding this solicitation and any questions generated from the pre-proposal conference/site visit�must be submitted in writing to Katherine Whelchel, katherine.whelchel@us.af.mil NLT 1700 EDT 26 April 2021.� Answers will be posted on https://beta.SAM.gov. 9 Feb 21 UPDATE: The purpose of this update is to publish the RFP Q&A #2 document. 2 Dec 20 UPDATE: The purpose of this update is to advise that the RFP (and subsequent contract award) is subject to FAR clause 52.232-18, Availability of Funds. The clause will be formally incorporated via future RFP amendment. 19 Nov 20 UPDATE: The purpose of this update is to publish the RFP Q&A #1 document. 4 Nov 20 UPDATE: The purpose of this update is to publish the RFP and its attachments. RFP amendment(s) are projected in the near term�to�provide firm�proposal due date,�update PoP dates within CLINs,�revise clauses if any updates have occurred,�and address�EBS section of PWS. Additional schedule notes are as stated in the RFP�and restated as a courtesy on this notice: SCHEDULE NOTES: Although this is a follow-on service acquisition to an existing contract, this solicitation has been completely re-written/updates and contains significant changes from the existing contract. Offerors are cautioned to read the solicitation in its entirety and make note of all changes, including, but not limited to, the contract is now a commercial contract, Mobilization/De-Mobilization (Phase-in/Phase-out) periods of performance have been added, cost-reimbursement type CLINs are no longer included, etc. Offerors are reminded that there will be a pre-proposal conference after solicitation release, to discuss (but not limited to) the following schedule notes. At this time due to COVID-19 health and safety measures, the pre-proposal conference nor the site visit can be scheduled. The Question and Answer (Q&A) period will have a hard cut-off date and time (as stated in the beta.sam.gov posting notice). Questions received after the cut-off date and time may or may not be answered at the discretion of the Procuring Contracting Officer PCO. It is recommended that offerors review the solicitation in its entirety immediately to ensure the timely submission of questions. All workload requirement estimates stated in the solicitation are current and have been validated as correct as of the date of the RFP release. Offerors should not assume errors in the workload requirement estimates and, thus, depend on submitting Requests for Equitable Adjustments after award. If an offeror has any questions regarding workload requirement estimates, it is recommended that offerors submit questions pertaining to workload requirement estimates during the Q&A period as again, offerors should not assume errors in the workload requirement estimates and depend on submitting Requests for Equitable Adjustment after award. All Government Furnished Property (GFP) lists provided in the solicitation are current and validated as correct as of the date of the RFP release. Offerors should not assume errors in the GFP and, thus, depend on submitting Requests for Equitable Adjustments after award. If an offeror has any questions regarding GFP, it is recommended that offerors submit questions pertaining to GFP during the Q&A period as again, offerors should not assume errors in the GFP and depend on submitting Requests for Equitable Adjustment after award. Offerors are further cautioned to understand GFP provisions/clauses and required management of GFP. Any equipment, facilities, etc., determined to be required for performance of this requirement but is not identified as GFP, shall be the responsibility of the offerors. There will be no GFP above and beyond the GFP identified in this solicitation. The Mobilization/De-Mobilization CLINs represent the Phase-Out/Phase-In periods described in the FAR 52.237-3, Continuity of Services. For this acquisition, the period of performance for mobilization is 60 calendar days and 60 calendar days for de-mobilization. This is a Firm Fixed Price commercial contract. Offerors shall submit initial mobilization/de-mobilization plans with their proposal. The successful awardee will submit a Transition Plan IAW FAR 52.237-3, Continuity of Services. Offerors are reminded to understand and comply with the mandatory labor laws specific to this service location. Reference Service Contract Act, Davis Bacon Act, Collective Bargaining Agreement, Attachments 8, 9, 12A, and 12B, etc. Although this is a Performance Based Services Acquisition, the successful awardee�s Manning Matrix shall be incorporated into the contract as an attachment with related service summary thresholds. Emergency Bench Stock (EBS) information will be provided via forthcoming Amendment. Offerors are reminded that many contract provisions and clauses have changed since the award of the existing contract, for example but not limited to the addition of the following FAR clauses: FAR 52.219-14, Limitations on Subcontracting, FAR 52.204�25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment, and FAR 52.204-26, Covered Telecommunications Equipment or Services-Representation, etc. Any inconsistencies in this solicitation or contract shall be resolved in accordance with FAR 52.212-4(s), Order of precedence. //// 5 May 2020 UPDATE: The purpose of this update is to provide a clarification to prior Q&A notes and�revise the secondary POC information. �*Q&A clarification: There are similarities across the board for the four BOS acquisitions currently in work.� Every BOS effort does/will stand alone, and we will respond to questions as appropriate. To date, the questions received for each of the four efforts have all been answered and posted to the applicable beta.sam.gov announcements. However, it is�highly recommended that vendors monitor the other solicitations, as information contained therein may be beneficial. //// 1 May 2020 UPDATE: The purpose of this update is to provide the following information to industry: *Q&A: The March BOS Q&A responses�have been uploaded. Again, vendors are encouraged to monitor postings for all four BOS acquisitions running in parallel: March BOS, Westover BOS, Niagara BOS, and Homestead BOS, as information may be similar in nature and/or of interest to offerors. *Site visit: After final RFP release, site visit may be conducted via a video recording due to COVID-19 travel/access restrictions.� This is subject to change as the COVID-19 environment changes.� More information will be included in the final RFP release. /// 10 Apr 20 UPDATE: The purpose of this update is to provide the following additional information to industry: *General reminder: The instant March BOS acquisition is not the same as prior acquisitions for similar services. Offerors must read through the draft documentation (and final RFP when released) in its entirety, as many changes have been made. *Q&A period: There are several BOS acquisitions running in parallel: Westover BOS, Niagara BOS, March BOS, and Homestead BOS. In the event a duplicate question is submitted for March BOS that has already been answered for one of the other efforts, it will not be answered again. Further, the Q&A for these other efforts may be of interest to offerors for the instant acquisition. �In other words, offerors are encouraged to monitor all four postings. //// ***DRAFT RFP***Questions/Comments Due 20 April 2020, 5:00 PM Est Daylight March ARB proposes to award a new Firm Fixed Price (FFP), FFP Not to Exceed, and FFP TBD�commercial contract.� This requirement will be solicited as a 100% SDVOSB set-aside IAW FAR 19.1405. This effort will be a Lowest Price Technically Acceptable with price realism source selection conducted in accordance with FAR Part 15. The resulting contract will include a two-month mobilization period in accordance with (IAW) FAR clause 52.237-3 Continuity of Services; a basic period of twelve-months and four one-year options. The contract will also contain provisions for an extension of up to six months IAW FAR clause 52.217-8, Option to extend services and a two-month demobilization period IAW FAR clause 52.237-3 Continuity of Services.� The resulting contract will have a maximum period of performance (POP) of 70 months. FFP NTE Option Block K 0036 Reserved� 0037 Reserved 0038 Demobilization Period FFP This requirement is for Base Operations Support (BOS) Services at March ARB, CA to include all personnel supervision, equipment, tools, materials, supplies, test equipment, and other items and services necessary to accomplish the following functions: (1) Material Management provides supply and equipment support for on-station and deployed aircraft, other transient aircraft; issuance of mobility bags and weapons to deploying personnel. (2) Vehicle Management provides mobile and maintenance services for the vehicle fleet. Maintains records, and provide analysis using Defense Property Accountability System (DPAS). Ground Transportation provides wrecker services, Operator Records and Licensing for government vehicles, manages pooled vehicle fleet utilizing On-line Vehicle Interactive Management System (OLVIMS)-Dispatch. (3) Traffic Management includes movement of passengers by commercial and military surface and air using the Global Air Transportation Execution System (GATES) as well as cargo movement. (4) Real Property Maintenance responsibilities include the PM Program and CM calls for facility maintenance, utility systems, fuels facilities, power production, fire suppression system maintenance, pavements and roads, airfield lighting and aircraft arresting system maintenance. (5) Fuels Management includes management and accountability of aviation and ground fuels owned by the Defense Logistics Agency-Energy (DLA-E), the transport of diesel fuel and management of liquid oxygen nitrogen to ensure availability. All functions in the PWS are considered mission essential services.
