- *****Amendment 1 has been uploaded***** The National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center is pleased to release the RFP for the VADR acquisition. This release replaces the Draft RFP issued on March 23, 2021, in its entirety. NASA Kennedy Space Center appreciates the comments received in response to the release of the Draft RFP. NASA has reviewed all written comments and questions received from prospective Offerors on the Draft RFP and, where applicable, changes have been made. Where there were duplicate questions or topics received from Industry, the Government responded with following: �referenced a single response or see response in ID number�� Where Industry made a recommendation instead of asking a question, the Government considered this a comment and did not provide a response. These comments and questions resulted in improvements to the quality and content of the overall RFP. The attached change log document provides a summary of significant changes since the Draft RFP release. However, prospective Offerors are encouraged to review the RFP in its entirety to discern all changes. Questions received in response to the Draft RFP and NASA responses were posted on the World Wide Web through the Government-wide point of entry website at www.beta.SAM.gov website under Venture-Class Acquisition of Dedicated and Rideshare (VADR) Launch Services - Draft RFP with solicitation number 80KSC020R0058-DRAFT. In accordance with RFP provision 6.4.9, Communications Regarding this Solicitation, questions regarding the RFP should be received no later than June 14, 2021, to allow for analysis and dissemination of responses in advance of the proposal due date. All questions and the Government's response, as well as any amendments to the RFP will be posted to beta.SAM.gov under solicitation number 80KSC021R0034. It is the offeror's responsibility to continue monitoring beta.SAM.gov for any changes or posting of amendments to the RFP. NASA will conduct this acquisition as a full and open competition. The North American Industry Classification System (NAICS) code for this acquisition is 481212 and the small business size standard is 1,500 employees. This competitive acquisition will result in a Firm-fixed Price IDIQ contract(s). The Government may elect to award one/more than one contract for IDIQ launch services resulting from this solicitation. The contract will have a total potential period of performance from contract award through 5 years. The anticipated contract award will be made in October 2021. The contract will be performed offsite at the Contractor's, or a government facility. Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS, in particular paragraph (g), which states that the Government intends to evaluate offers and award a contract without discussions with offerors. Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.beta.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates. In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy required all acquisition-related documents be�released in Adobe Portable Document Format (PDF). NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. In accordance with NFS 1815.201(f), a �Blackout Notice� has been issued to NASA personnel. All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below. The information provided in this cover letter is not intended to be construed differently from the information in the RFP. Should an apparent conflict in the interpretation exist, the information in the RFP shall take precedence. This solicitation neither commits the Government to pay any cost incurred in the submission of the proposal or in making necessary studies or designs for preparing the proposal, nor to contract for services or supplies. Any cost incurred in anticipation of a contract shall be at the Offeror's own risk. Proposals submitted in response to this solicitation shall be due no later than 4:00 PM EDT, June 28, 2021. All questions regarding this RFP should be submitted in writing, electronically to Kathy Owen, Contracting Officer, at ksc-vadr@mail.nasa.gov on or before 4:00 PM EDT, June 14, 2021.
