Description
1.�� Description. �This is not a solicitation.� An Invitation for Bid (IFB) solicitation, in accordance with (IAW) Federal Acquisition Regulation (FAR) Parts 14 and 36, will be issued on or about 15 2021.� The estimated bid due date will be on or about 30 calendar days after the solicitation issuance date. 2.�� Contract Information.� This project is set aside 100% Small Businesses.�The North American Industrial Classification System code is 238990, which has a size standard of $16.5M. A firm-fixed-price contract will not be negotiated. The contract is anticipated to be approximately awarded in July 2021. In order to be eligible for contract award, a firm must be registered with the SAM database website (http://www.sam.gov).� Use of SAM requires prior registration and offerors may register for SAM at http://www.sam.gov.� No state level certifications will be accepted. 3. Project Information.� This pre-solicitation announcement is for a Small Business Set-Aside. The Contractor shall provide all labor, materials, tools, transportation, supplies, and equipment necessary to remove existing chain link and barbed wire security fence, Gates, and wood privacy fence. The project consists of but necessarily limited to: Install new chain link and barbed wire security fence, gates, mow strip, vinyl privacy fabric and wood privacy fence; removing approximately 1250 linear feet of existing chain link and barbed wire security fence; removing two double swing gates, removing five pedestrian gates, and removing approximately 206 linear feet of wood privacy fence; installing approximately 845 linear feet of FE8 security fence, 150 linear feet of privacy tarp is to be installed to the main entrance of the compound, approximately 845 linear feet of concrete mow strip in to be installed along fence perimeter, installing one FE 8 Double swing gate, five FE 8 pedestrian gates and installing approximately 206 liner feet of 6ft wood privacy fence. The back of the grapevine compound will require installing 210 linear feet of retaining wall approximately 2ft tall at Grapevine Lake office compound. 4.� SAM.� After solicitation issuance, contractors may view and/or download the solicitation, specifications, and a potential solicitation amendment(s) at the SAM.gov website (https://www. sam.gov/).� Use of SAM.gov requires prior registration and offerors may register for at SAM.gov.� Type the Solicitation number W9126G21B0024 into the SAM.gov search box to locate the solicitation.� Plans and specifications will not be made available in paper format or on compact disc.� It is the offeror�s responsibility to continuously monitor the SAM.gov website for any potential solicitation amendment(s).� The US Government reserves the right to use only the internet, and particularly SAM.gov, as a means of notification for any amendment(s) to this solicitation.� ����� d.�� Subcontracting.� ����������� (1)� Small businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement.� ����������� (2)� 8(a) Alaskan Native Company (ANC) firms are reminded they must have a bona fide office located in the geographical area of consideration where the work is to be performed as determined by the Small Business Administration.� � ����� e.�� Prior US Government contract work will not be required.� However, all construction performance must comply the USACE Safety and Health Requirements Manual, (EM 385 1-1), and must also comply with all Federal, State, and local laws, ordinances, codes and/or regulations.� ����� f.��� A 90-day proposal acceptance period will be required.� ����� g.�� Bonds.� Original Bid bonds must be submitted with proposals.� Performance and Payment bonds will be required from the contractor who receives the award. 3.�� Project Information.� Construction magnitude is between $100,000 and $250,000 IAW FAR 36-204.
