Description

This is a PRESOLICITATION NOTICE for Solicitation No. 75H701-21-R-00049 for the Mid-Atlantic Tribes Health Clinics Construction, Monacan Health Clinic,� Project NS21MA003H7, a construction project for the Indian Health Service, Division of Engineering Services.� The Government anticipates releasing the solicitation on or about 25 June 2021 and will remain open for approximately 45 calendar days.� The solicitation and all amendments for this Request for Proposals will be posted on https://sam.gov/.� A full scope of work, plans and specifications and Davis Bacon Wage Determination will be included in the solicitation documents.� Additional details can be found in the solicitation when it is posted to https://sam.gov/. SCOPE OF WORK:� The project is for the renovation/expansion for a building leased from the Monacan Nation to provide health care services to the Native Americans in the region. This building will be used to provide the following basic health care services: Primary Care BH Providers (Full-time) OP Pharmacy Visiting Optometrist Preventive Care Services Patient Registration PRC Staff IT Housekeeping Facility Management The approximate square footage of the existing building is 5,000 SF. This building is CMU block on a cement slab and designed for warehouse type operations. The new building will be approximately 14,200 SF. The Contractor will be required to provide all labor, tools, equipment, work facilities, supervisory efforts, testing and all other necessary incidentals. �� LOCATION OF PROJECT:� All work shall be performed at 3761 S. Amherst Highway, Madison Heights, VA 24572-5973.� Work included under this contract will be in Amherst County, Virginia.� CONSTRUCTION DURATION:� Period of Performance is 365 calendar days from issuance of the Notice to Proceed. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $5,000,000 and $10,000,000, in accordance with FAR 36.204(g). SITE VISIT:� Details regarding the Site Visit will be included in the solicitation. NOTE: ALL DATES ARE SUBJECT TO CHANGE.� SEE SOLICITATION FOR OFFICIAL DATES, TIMES, AND LOCATIONS OF SITE VISITS AND DEADLINES. This project will be procured as a 100% Small Business set-aside solicitation under North American Industry Classification System (NAICS) code 236220, Commercial and Institutional Building Construction. The associated size standard for this procurement is $39.5 million. For the purposes of this procurement, a concern is considered a small business if its average annual revenue for the last three (3) years is less than $39.5 million. For information concerning NAICS and SBA size standards, go to http://www.sba.gov. It is the responsibility of the contractor to check https://sam.gov frequently for any amendments or changes to the solicitation.� Hard copy documents will NOT be available � all documents for proposal purposes will be posted at the website for download by interested parties. This solicitation will be procured as a Request for Proposals (RFP) in accordance with FAR Part 15 and 36 procedures with Best Value, Trade-off evaluation criteria. CONTRACT TYPE: �The Indian Health Service intends to award a Firm Fixed Price (FFP) construction contract in support of this requirement.
