- 1.�� �ANTICIPATED PROJECT TITLE: Upgrade Electrical System, Camp Darby (South), Livorno, Italy 2.�� �AGENCY: U.S. Army Corps of Engineers (USACE) Europe District (NAU) 3.�� �NAICS: �237130, Power and Communication Line and Related Structures Construction 4.�� �PLACE OF PERFORMANCE: �Camp Darby (South), Livorno, Italy 5.�� �SOLICITATION NUMBER: W912GB21R0030 6.�� �TYPE OF CONTRACT: The USACE NAU anticipates soliciting and awarding a stand-alone Design-Bid-Build (DBB) Firm-Fixed-Price (FFP) contract to renovate 11 existing transformer substations, removing the existing electrical works; replacing the medium-voltage distribution feeders; and replacing the low-voltage distribution on Camp Darby South. It will also install new communications cable and a new communication and remote control system. The construction completion period is anticipated to be 540 calendar days after the Contractor receives the Notice to Proceed for the basic work. 7.�� �TYPE OF SET-ASIDE: This acquisition will be issued on an unrestricted, full and open basis. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS. 8.�� �DESCRIPTION OF WORK: �The work includes replacement of the existing electrical main distribution system of the Camp Darby South. Project includes the provision of new communication cable ducts with fiber optic cable which integrates the existing communication system. New substation control system will be connected to the existing central control workstations at buildings #5112 (DCO), #5155 (PWO) and #5140 (Electrical Shop). These workstations will be updated with the required hardware and software to include all the substations included in this project. A new monitoring system will be also provided at the Camp Darby Communication node building #204 for the monitoring and tele?control of the substation�s equipment from a centralized station. The project includes the UXO inspection procedures for the removal of the unexploded ordinance. 9.�� �SOCIET� ORGANISMI DI ATTESTAZIONE (SOA) COSTRUTTORI QUALIFICATI OPERE PUBBLICHE (CQOP) UNDER ITALIAN PRESIDENTIAL DECREE NO. 207/2010: �The applicable SOA Category for this project is OG10 �Plants for the transformation of high/medium voltage and the distribution of alternating and direct current electricity and public lighting systems�, Class IV bis (up to Euro 3.500.000). �Offerors will be required to provide proof of this certification in their proposal submission.� 10.�� �SELECTION PROCESS: The Government intends to select a contractor for award using a best value trade-off source selection process. This process allows for a tradeoff between non-cost factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. 11.�� �DISCLOSURE OF MAGNITUDE: The estimated magnitude of construction is between $1,000,000 and $5,000,000. 12.�� �SOLICITATION WEBSITE: Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this, or any U.S. Government contract. Solicitation documents, plans and specifications will only be available via Sam.gov (https://sam.gov/) website. The solicitation will be available only as a direct download. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The Government intends to award the contract by 18 September 2021. Actual dates and times will be identified in the solicitation.
